RESOLUTION NO. 940197

 

Creating the Ad Hoc Commission on Salvage Yards, establishing the power and terms of such Commission, and appointing individuals to serve on the Commission.

 

WHEREAS, the City desires to encourage development within its corporate boundaries and recognizes that such development should be controlled and for the overall benefit of the City as a whole; and

 

WHEREAS, Ordinance No. 931509, which would impose new requirements for salvage yards, was introduced to the City Council on December 30, 1993; and

 

WHEREAS, a commission is needed to analyze this proposed ordinance as well as all city, state and federal laws and regulations pertaining to the operation of salvage yards and make recommendations to the Plans and Zoning Committee; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Ad Hoc Commission on Salvage Yards is hereby established.

 

Section 2. That the Commission shall have the responsibility of reviewing Ordinance No. 931509, and all existing city, state and federal laws and regulations pertaining to the operation of salvage yards, and shall make recommendations as appropriate.

 

Section 3. That the Commission shall be composed of the following:

 

a. A representative from the Kansas City Industrial

Council: Phelps Murdock;

 

b. A representative from the Blue Valley Association:

Jack Figg;

 

c. A representative of the other industrial

commissions: Thomas Thornhill;

 

d. Three representatives from the Salvage Dealer

Industry: Dennis Roberts, Sr., Mark Davis, and Kevin Sleyster; and

 

e. One resident of the City who has been impacted by

the current operations of salvage yards: Mary Therese Caroll.

 

City personnel from the Codes Administration Department, Fire Department, and Law Department may be requested to attend the meetings of the Commission in order to provide technical assistance.

 

Section 4. The Commission shall submit its initial report to the Plans and Zoning Committee by March 31, 1994. Upon submission of a final report to the Plans and Zoning Committee, this Commission shall be deemed dissolved.
