COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 100444

 

Approving a $359,960.00 contract with the Missouri Highways and Transportation Commission; approving a $140,040.00 local match from the North Oak TIF plan; appropriating $500,000.00; approving a $138,000.00 contract with Patti Banks Associates, LLC, and a $347,407.00 contract with Brian Clark and Associates for the North Oak Corridor Streetscape project; and repealing Ordinance No. 100299.

WHEREAS, the Missouri Highways and Transportation Commission applied an obligation limitation on the federal earmark ward in the amount of $40,040.00 to a previously approved $400,000.00 contract; and 

WHEREAS, the Tax Increment Finance Commission Approved a $140,040 local match from the North Oak Tax Increment Finance Plan; NOW, THEREFORE,  

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

  Section 1. That the Director of the City Development Department is hereby authorized to execute, on behalf of Kansas City, a $359,960.00 Federal Aid Program Agreement with the Missouri Highways and Transportation Commission. A copy of this agreement is on file in the office of the Director of City Development. The Director is also authorized to accept $140,040.00 in local match from the North Oak Tax Increment Finance Plan.

   Section 2. That the revenue in the following account of the Capital Improvements Fund is hereby estimated in the following amount:

11-3090-640001-481501 Contribution from North Oak TIF $140,040.00

Section 3. That the revenue in the following account of the Capital Improvements Fund is hereby estimated in the following amount:

11-3090-640001-478206 North Oak Corridor Streetscape Grant $359,960.00

Section 4. That $500,000.00 is appropriated from the Unappropriated Fund Balance of the Capital Improvements Fund to the following account in the Capital Improvements Fund:

11-3090-648017-B-G6434040 North Oak Corridor Streetscape $500,000.00

Section 5. That the Director of City Development is hereby authorized to enter into a $138,000.00 Design Professional Services Agreement with Patti Banks Associates, LLC and a $347,407.00 Design Professional Services Agreement with Brian Clark and Associates d/b/a Confluence for the North Oak Corridor Streetscape Plan from funds appropriated to Account No. 11-3090-648017-G6434040. A copy of the agreements are on file in the office of the Director of City Development and is incorporated herein by reference.

Section 6. That the Director of City Planning and Development is designated as requisitioning authority for Account No. 11-3090-648017.

 

Section 7. That Ordinance No. 100299 is hereby repealed.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
