ORDINANCE NO. 200339

 

Estimating and appropriating funds in the HOME Investment Fund in the amount of $110,000.00; designating requisitioning authority; and authorizing the Director of the Neighborhoods and Housing Services Department to enter into a contract with Parade Park Homes, Inc., and McCormack and Baron in the amount of $110,000.00 from HOME Investment Funds to prepare and plan Phase I of the Master Plan and begin work on the overall Master Plan that will include 18th Street to Truman Road and Woodland Avenue to Brooklyn Avenue in Kansas City, Missouri to remove blight and to provide housing for the existing residents in Parade Park Homes.

 

WHEREAS, as one of the first and largest housing cooperatives in the nation, Parade Park Homes has served the residents with safe and affordable housing for over 50 years. The Parade Park site is at the end of its useful life and requires the redevelopment of the entire site due to deferred maintenance, age, and obsolescence of the units. Over the years, the infrastructure system and the condition of the property have deteriorated and occupancy has declined; and

 

WHEREAS, Parade Park Homes, Inc., and McCormack and Baron have entered into an agreement to jointly redevelop the site to provide the current residents affordable housing with amenities and new housing options with mixed use to fit the current needs of families within the Parade Park and Vine Street Community and to provide new sustainable living units to new residents; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. Estimating revenue in the amount of $110,000.00 in the HOME Investment Fund in the following account:

 

21-2940-570001-476050-G57HOME19 NHS Grant Revenues $110,000.00

 

Section 2. Appropriating $110,000.00 from the Unappropriated Fund Balance of the HOME Investment Fund to the following account:

 

21-2940-575326-619080-G57HOME19 Housing Services $110,000.00

 

Section 3. That the Director of Neighborhoods and Housing Services is designated as the requisitioning authority for Account No. 21-2940-575326.

 

Section 4. That the Director of Neighborhoods and Housing Services is authorized to enter into a professional services contract for $110,000.00 with Parade Park Homes and McCormack and Baron to complete the Phase I and to begin the Master Planning for the site.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
