RESOLUTION NO. 910332, AS FURTHER AMENDED

 

Expressing the City Council's commitment to provide appropriate City financial assistance to the Jackson County Sports Authority Complex Project to assist in meeting the long-term financial obligations of the project.

WHEREAS, the Kansas City Royals and the Kansas City Chiefs combine to create an economic impact on the metropolitan area of $238 million, generate 4,400 jobs for Kansas City area workers, and general $9.2 million in state and local taxes; and

 

WHEREAS, the annual attendance at Royals and Chiefs games exceeds 2.6 million and tens of thousands of Kansas City residents enjoy the recreational opportunity of attending these games; and

 

WHEREAS, in January, 1990, the Jackson County Sports Authority, the Kansas City Royals, and the Kansas City Chiefs signed 25 year leases ensuring the continued commitment of the teams to Kansas City; and

 

WHEREAS, the long-term financial obligation of the leases are substantial and will require a combination of County, State and City resources; and

 

WHEREAS, in 1989 the General Assembly and Governor approved legislation that provides for an annual State appropriation of $2 million for up to 30 years to the sports complex project, and the first year appropriation was approved in 1990 and is currently being received; and

 

WHEREAS, the County's financial projections indicate future funding deficits for the project and request the City's on-going financial assistance to ensure that the financial obligations of the leases are met; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City Council express its commitment to provide appropriate City financial assistance up to $2 million per year to assist in meeting the Sports Complex Project financial obligations upon receiving certification from the City Manager that all essential City services are funded at levels equal to or greater than levels funded in fiscal year 1990-91 in constant dollars; and

 

BE IT FURTHER RESOLVED, that the Council directs the City Manager to continue to cooperate with the County to seek additional financial support from other currently uncommitted governmental jurisdictions in the Greater Kansas City Metropolitan area; to prepare financial projections each year with the County prior to the submission of the City's proposed budget; and include a recommendation each year of the appropriate level of City financial assistance to the project. _____________________________________________
