ORDINANCE NO. 180915

 

Accepting a three-year grant in the amount of $750,000.00 (Year One-$242,500.00; Year Two-$250,000.00; Year Three-$257,500.00) from the U.S. Department of Justice, Bureau of Justice Assistance (Grant Award No. 2018-RW-BX-0005) to implement and expand services for incarcerated Municipal Court offenders with co-occurring substance abuse and mental illness as they leave incarceration to reenter the community; estimating and appropriating $750,000.00 in the BJA KC Second Chance Reentry Program account; designating requisitioning authority; and recognizing this ordinance as having an accelerated effective date.

 

WHEREAS, the Bureau of Justice Assistance (BJA) recognizes that a significant number of these adult offenders are in need of treatment in order to successfully complete their supervision, which in turn will reduce recidivism and promote public safety; and

 

WHEREAS, coordination among corrections, substance abuse and mental health treatment providers, correctional health, and parole or probation enables the development of collaborative comprehensive case plans that address criminogenic risk, substance use disorder, and mental health disorder needs, and the Municipal Court has partnered with Truman Medical Center to provide integrated substance abuse and mental illness treatment; and

 

WHEREAS, the focus of the KC Second Chance Reentry Program is to provide standardized screening and assessment, collaborative comprehensive case management, and pre-and-post-release programming that address criminogenic risk and needs, including mental health and substance use disorders, funds will secure a Lead Case Manager who will provide pre-and-post release follow-up services to individuals as they successfully transition from jail back into the community; and

 

WHEREAS, the purpose of the KC Second Chance Reentry Program is to increase corrections systems’ ability to address the needs of offenders with co-occurring substance abuse and mental illness in order to reduce recidivism, and improve public safety and public health; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Court Administrator, on behalf of the City of Kansas City, Missouri is authorized to accept a $750,000.00 grant from the Bureau of Justice Assistance (BJA) 2018-RW-BX-0005 to implement and expand services for incarcerated Municipal Court offenders with co-occurring substance abuse and mental health disorder as they leave incarceration to reenter the community.

 

Section 2. That the revenue in the following accounts of the Inmate Security Fund is hereby estimated in the following amount:

 

19-2760-270001-476110- G27BJA18 BJA Grant $750,000.00

 

Section 3. That the sum of $750,000.00 is hereby appropriated from the Unappropriated Fund Balance of the Inmate Security Fund to the following account in the Inmate Security Fund:

 

19-2760-275700-A- G27BJA18 BJA KC Second Chance

Reentry Program $242,130.00

19-2760-275700-B- G27BJA18 BJA KC Second Chance

Reentry Program 493,620.00

19-2760-275700-C- G27BJA18 BJA KC Second Chance

Reentry Program 14,250.00

TOTAL $750,000.00

 

Section 4. That the Administrator of Municipal Court is designated requisitioning authority for Account No. 19-2760-275700.

 

Section 5. That this ordinance, appropriating money, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter and shall take effect in accordance with Section 503, City Charter.
