ORDINANCE NO. 150562

 

Accepting a United States Environmental Protection Agency brownfields coalition assessment grant in the amount of $500,000.00, estimating revenue in the amount of $500,000.00 in the Brownfields Fund, appropriating funds to certain accounts within the Brownfields Fund and designating requisitioning authority.

 

WHEREAS, as authorized by Resolution No. 141002, an application for a brownfields assessment coalition grant was submitted to the United States Environmental Protection Agency; and

 

WHEREAS, In December 2014, the City Manager, as well as authorized representatives of Jackson County, Missouri, and the Land Clearance for Redevelopment Authority of Kansas City, Missouri, signed letters of intent to enter into the Kansas City Brownfields Coalition to administer the grant; and

 

WHEREAS, on May 28, 2015, EPA announced the award of a brownfields coalition assessment grant to the City of Kansas City, Missouri as the lead member of the Kansas City Brownfields Coalition; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of the Department of City Development is authorized to accept from the EPA a brownfields coalition assessment grant for the assessment of hazardous substance and petroleum brownfield sites in Kansas City and Jackson County, Missouri in the total amount of $500,000.00.

 

Section 2. That revenue in the following accounts of the Brownfields Fund is estimated in the following amounts:

Sub $350,000.00

16-2550-640001-476730-G64COLP2 Brownfields Coalition

Petroleum Sub 150,000.00

TOTAL $500,000.00

 

Section 3. That $500,000.00 is appropriated from the Unappropriated Fund Balance of the Brownfields Fund to the following accounts:

Sub $ 34,494.00

16-2550-645020-B-G64COLH2 Brownfields Coalition Haz

Sub 315,506.00

TOTAL $500,000.00

 

Section 4. That the Director of the Department of City Development is designated requisitioning authority for Account No. 16-2550-645020.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
