RESOLUTION NO. 180100

 

Directing the City Manager to implement a Healthy Vending Policy for vending machines at City facilities.

 

WHEREAS, the City recognizes the role that healthier eating plays in contributing to our overall health; and

 

WHEREAS, it is understood that many convenience food and beverage items contain large quantities of sugar, sodium, saturated fats and calories that negatively contribute to health issues of employees and visitors such as diabetes, cardiovascular disease, obesity and hypertension; and

 

WHEREAS, 86 percent of City employees are overweight or obese, and 43 percent of City employees live in the seven zip codes of the city with the highest mortality rates; and

 

WHEREAS, many organizations from the public and private sector are looking for ways to reduce health costs by improving workplace wellness programs that include healthy vending options; and

 

WHEREAS, as an employer, the City believes it has an obligation to create a healthier workforce while concurrently controlling healthcare costs; and

 

WHEREAS, the City Council recognizes an opportunity to assist those in City facilities in making healthy eating choices through vending machines, and

 

WHEREAS, a healthy vending policy is consistent with the efforts the City has undertaken in the operation of its wellness program; and

 

WHEREAS, it is the desire of the City council that any contract involving the vending by machine of food or beverage comply with the guidelines set out in the initiative due for the reasons set out above; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City Manager is hereby directed to implement a Healthy Vending Policy for vending machines at City facilities. Such policy shall, at a minimum, contain the guidelines listed below.

 

KANSAS CITY, MISSOURI HEALTHY VENDING POLICY

 


1.0  PURPOSE:

 

To establish the policy for implementing the healthy vending initiative for vending machine food and beverages.

 

2.0  ORGANIZATIONS AFFECTED:

 

All Departments/Divisions.

 

3.0  POLICY

 

3.1. Any contract for vending machine services at City facilities shall comply with the minimum requirements contained in this Administrative Regulation.

 

3.2. Any Request for Proposals (RFP) or invitation for Bids (IFB) for vending machine services at City facilities must include the minimum requirements contained in this Administrative Regulation derived from the KCMO Healthy Vending Initiative.

 

3.3. Vending machines at City Facilities shall, at a minimum, be comprised of food and/or beverages that comply with the following:

 

3.3.1. Beverages: Eighty percent (80%) of beverages offered for sale in a vending machine must be one or a combination of the following:

 

1.                  Water, including carbonated water (no added caloric sweeteners);

 

2.                  Beverages that contain 100% fruit or fruit juice combined with water or carbonated water (limited to a 12 ounce container with no added caloric sweeteners);

 

3.                  Fat-free or 1% low-fat dairy milk or calcium and Vitamin-D fortified milk alternative (e.g. rice, soy, almond) with less than 200 calories per container;

 

4.                  100% vegetable juice (limited to a maximum of 12-ounce container with no added caloric sweeteners and less than or equal to 200 mg of sodium per container;

 

5.                  Low calorie beverages that are less than or equal to 40 calories per container with no added herbal stimulants.

 

3.3.2. Snack Foods. At least 75% of snacks offered for sale in a vending machine shall meet the criteria established in the Standards for the Food Service Guidelines for Federal Facilities. 100% of all snacks offered will meet the criteria for sodium and trans fat established in the Standards for the Food Service Guidelines for Federal Facilities.

3.3.3. Entrees: At least 75% of entrée-type foods must meet all of the following criteria:

 

1.                  No more than 400 calories per item as offered (per package)

 

2.                  No more than 35% of calories from fat

 

3.                  No more than 10% of calories from saturated fat

 

4.                  No trans fat

 

5.                  No more than 35% total weight from sugar

 

6.                  No more than 480 mg sodium per item as offered (per package)

 

3.3.4. Labeling: All snack foods and entrees sold in vending machines are consistent with the FDA’s Vending Machine Final Rule: Food labeling; Calorie labeling of Articles of Food in Vending Machines

 

3.4 Applicability

 

The KCMO Healthy Vending Initiative shall apply to all vending machines that are serviced under contracts that were executed prior to the effective date of this Administrative Regulation.

 

3.5 Administration and Enforcement

 

The KCMO Public Health Department, in consultation with Procurement Services, shall prepare and submit an annual report to the City Manager and City Council on the status of implementation. The report shall include: an assessment of compliance with the nutritional standards, a list of successes, challenges, and barriers experienced in implementation; and recommendations for improvement of the nutritional standards and compliance.
