ORDINANCE NO. 951408
Authorizing three one year contracts between the City and
the Missouri Department of Health whereby the City will provide services to
persons with sickle cell conditions, operation of a comprehensive Hemoglobinopathy
Resource Center for the care and treatment of newborns and children diagnosed
with sickle cell and allow for the adequate follow-up of sickle cell patients
after visiting the emergency room for which the State will provide $157,779.00;
authorizing a one year agreement between the City and Truman Health Center to
establish a Sickle Cell Resource Center for which the City will provide
$36,864.00 in previously appropriated funds; authorizing a ten month agreement
with Children's Mercy Hospital for comprehensive hemoglobinopathy services for
which the City will provide $33,306.00 in previously appropriated funds and if
successfully completed giving the Director of Health the option to renew the
agreement for two months for a total contract amount not to exceed $39,967.00;
reducing a revenue account by $5,115.00; and reducing an appropriation account
by said sum.
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That a contract between the Kansas City,
Missouri Health Department, acting through its Director of Health, and the
Missouri Department of Health, acting through its Director of Health, whereby
the State will provide $78,572.00 in funds for the City to provide services to
persons with sickle cell conditions and conduct screening for detection of
sickle cell disease, for the period of one year beginning July 1, 1995, is
hereby authorized and approved. A copy of the contract is attached hereto and
made a part hereof by reference.
Section 2. That a contract between the Kansas City,
Missouri Health Department, acting through its Director of Health, and the
Missouri Department of Health, acting through its Director of Health, whereby
the State will provide $41,203.00 in funds for the operation of a comprehensive
Hemoglobinopathy Resource Center for the care and treatment of newborns and
children diagnosed with sickle cell disease or other clinically significant
hemoglobinopathies, for the period of one year beginning July 1, 1995, is
hereby authorized and approved. A copy of the contract is attached hereto and
made a part hereof by reference.
Section 3. That a contract between the Kansas City,
Missouri Health Department, acting through its Director of Health, and the
Missouri Department of Health, acting through its Director of Health, whereby
the State will provide $38,004.00 in funds to allow for the adequate follow-up
of sickle cell patients after they visit the emergency room, as well as
management through hospitalization in accordance with guidelines set forth by
the Missouri Department of Health, for a period of one year beginning July 1,
1995, is hereby authorized and approved. A copy of the contract is attached
hereto and made a part hereof by reference.
Section 4. That an agreement between the Kansas
City, Missouri Health Department, acting through its Director of Health, and
Truman Medical Center, whereby the Center will establish a Sickle Cell Resource
Center for a period of one year beginning July 1, 1995, for which the City will
provide funding in an amount not to exceed $36,864.00 from funds previously
appropriated in Account No. 96-100-050-2320-B, is hereby authorized and
approved. A copy of the agreement is attached hereto and made a part hereof by
reference.
Section 5. That an agreement between the Kansas
City, Missouri Health Department, acting through its Director of Health, and
Children's Mercy Hospital, whereby the Hospital will provide comprehensive
hemoglobinopathy for a period of ten months beginning July 1, 1995 through
April 30, 1996, for which the City will provide funding in an amount not to
exceed $33,306.00 from funds previously appropriated in Account No.
95-100-050-2320-B, is hereby authorized and approved. A copy of the agreement
is attached hereto and made a part hereof by reference.
Section 6. One month prior to the expiration of the
agreement and upon successful completion of the terms and conditions of the
agreement cited in Section 5, the Director of Health may exercise an option to
extend the term of this agreement for an additional two months utilizing such
funds that may be allocated by the City Council for this purpose in its annual
budget. The combined total funding for the agreement and any such extension
shall not exceed $39,967.00.
Section 7. That the revenue account of the General
Fund is hereby decreased in the following amount:
96-100-050-7931 95 Sickle
Cell $5,115.00
Section 8. That the following appropriation account
of the General Fund is hereby reduced in the following amount:
96-100-050-2320-A Sickle Cell
Anemia $5,115.00

I hereby certify that there is a balance, otherwise
unencumbered, to the credit of the appropriation to which the foregoing
expenditure is to be charged, and a cash balance, otherwise unencumbered, in
the treasury, to the credit of the fund from which payment is to be made, each
sufficient to meet the obligation hereby incurred.
