COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 200258

 

Appropriating $1,000.00 from the Unappropriated Fund Balance of the Public Mass Transportation Fund to the KCATA Operations account; authorizing an agreement with the Kansas City Area Transportation Authority to provide regular transit services, RideKC Freedom paratransit transportation for elderly and disabled residents of Kansas City, and certain specialized services; and authorizing the expenditure of $57,580,000.00; and recognizing this ordinance as having an accelerated effective date.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the sum of $1,000.00 is appropriated from the Unappropriated Fund Balance of the Public Mass Transportation Fund to the following account in the Public Mass Transportation Fund:

 

21-2080-692000-F          KCATA Operations $1,000.00

 

Section 2. That the Director of Public Works is hereby authorized to enter into an agreement with the Kansas City Area Transportation Authority to provide funding for regular transit services and for the RideKC Freedom program which provides transportation for elderly persons and persons with disabilities and specialized reverse commute transportation services for residents of Kansas City, Missouri, for a period of one year beginning May 1, 2020 through April 30, 2021. A copy of the agreement is on file in the office of the Director of Public Works.

 

Section 3. That the Director of Public Works is hereby authorized to expend an amount not to exceed $57,580,000 from funds previously appropriated to the following accounts in the FY 2020-2021 Budget and not to exceed the amount of the funds so budgeted:

 

21-2080-692000-F KCATA Operations $27,480,000.00

21-2290-692000-F KCATA Sales Tax 30,100,000.00

TOTAL $57,580,000.00

 

Section 4. Pursuant to Resolution No. 190951, City and KCATA staff will continue work together to develop an implementation, operations, community outreach and management plan for a Zero Fare Program. This program will be jointly funded by an additional appropriation from the City, KCATA and contributions from private community partners. A contract amendment will be submitted for council action and to appropriate an additional $4,800,000 once the plan is finalized.

 

Section 5. Pursuant to Resolution 190951, Public Works staff will finalize a revised Transit Policy for future Council approval in combination with the Zero Fare Transit Initiative.

 

Section 6. That this ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter in that it appropriates money, and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
