RESOLUTION NO. 980050
Reaffirming
the establishment of a City Manager form of government for Kansas City and
clarifying the role of the Council as the policy maker.
WHEREAS,
the City Charter of Kansas City created a City Manager form of government by
the establishment of a City Manager who is designated the chief administrative
officer of the City and responsible to the Council for the proper
administration of the affairs of the City; and
WHEREAS,
the Charter also provided for the elected officials of the City to be composed
of the Mayor and twelve council members and vested in such Council the powers
conferred on the City to be exercised by ordinance enacted; and
WHEREAS,
the Charter clearly defines the role of the City Manager and the Council to
provide for the orderly conduct of City business; NOW, THEREFORE,
BE
IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That
the Council hereby reaffirms the establishment of the City Manager form of
government as set forth in the City Charter and recognizes that matters of
administration are clearly within the scope of responsibility of the City
Manager and that the Council, acting as a whole and not individually, is
responsible for setting the policy and priorities of the City. By identifying
the roles of the Manager and the Council, the Council is not delegating its
responsibilities as the legislative branch of city government but recognizes
that the duty of the City Manager is to provide the best professional
recommendations to the Council and that the Council should receive such
recommendations and evaluate them in consideration of the best interests of the
City. Further, the individual council members shall refrain from any action
inconsistent with the intent of this resolution and shall act only through
normal legislative procedures.
