ORDINANCE NO. 040150

 

Enacting a new Section 2-666, Code of Ordinances, to establish a Section 3 Certification Office within the Department of Housing and Community Development, and directing the City Manager to report to the Mayor and Council on the status of the staffing of this office on or before the expiration of 30 days from the date of passage of this ordinance.

 

WHEREAS, by Resolution No. 031296, adopted November 20, 2003, the Council designated the Third Council District as a Section 3 District within the meaning of the Housing and Community Development Act of 1968 (as amended); and

 

WHEREAS, by Resolution No. 031296 the City Manager was directed to create a Section 3 Certification Office; and

 

WHEREAS, the office has not been created; and

 

WHEREAS, it is the Councils intention to implement the designation of a Section 3 District; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That a new Section 2-666, Code of Ordinances, entitled Section 3 Certification Office, is enacted to read as follows:

 

Sec. 2-666. Section 3 Certification Office.

 

There shall be within the Department of Housing and Community Development a Section 3 Certification Office to monitor and enforce projects implementing Section 3 of the Housing and Community Development Act of 1968 (as amended).

 

Section 2. The City Manager is directed to report to the Mayor and Council on or before the expiration of 30 days from the date of passage of this ordinance, informing them of the personnel assigned to the Section 3 Certification Office to begin implementing the protections and benefits afforded Section 3 Districts.
