COMMITTEE SUBSTITUTE
FOR ORDINANCE NO. 080614
Reducing the contingent
appropriation in the amount of $450,000.00; appropriating $450,000.00 from the
contingent appropriation for a contract amendment with the Economic Development
Corporation of Kansas City (EDC); authorizing a $450,000.00 contract amendment
with the EDC; and directing the City Manager to identify $450,000.00 in other
funds to replenish the contingent appropriation; and recognizing an emergency.
WHEREAS, the EDC is a Missouri nonprofit
corporation empowered to assist in the marketing, attraction, retention and
expansion of existing business, and to attract and market new business to
Kansas City, Missouri with an emphasis on the central city area; and
WHEREAS, the Council has appropriated $395,000.00 for
the operations of the EDC in the current City budget; and
WHEREAS, the Council believes that the EDC requires
$450,000.00 in additional funds to adequately perform the services required by
the City and desires to make these funds available to the EDC at this time; and
WHEREAS, the Council desires that the City
Manager identify $450,000.00 in funds, other than the General Fund or General
Fund balance, to replenish the contingent appropriation; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the contingent appropriation is
hereby reduced as follows:
09-1000-179990-B Contingent
Appropriation $450,000.00
Section 2. That the sum of
$450,000.00 is hereby appropriated from the Unappropriated Fund Balance of the
General Fund to the following account:
09-1000-642000-B EDC $450,000.00
Section 3. That the Director of
City Development is hereby authorized to execute, on behalf of the City, an
amendment to the existing contract for this fiscal year with the Economic
Development Corporation, in the amount of $450,000.000. The amendment is
approved in substantial form as that on file with the Director of City
Development.
Section 4. That the Council hereby
directs the City Manager to identify $450,000.00 in funds, other than from the
General Fund or General Fund balance, to replenish the contingent appropriation
within 90 days of the passage of this ordinance.
Section 5. That this ordinance is
recognized as an emergency measure within the meaning of Section 503(a)(3)(c)
of the Charter and takes effect in accordance with that section.

I hereby certify that
there is a balance, otherwise unencumbered, to the credit of the appropriation
to which the foregoing expenditure is to be charged, and a cash balance,
otherwise unencumbered, in the treasury, to the credit of the fund from which
payment is to be made, each sufficient to meet the obligation hereby incurred.
