RESOLUTION NO. 081176

 

Directing the City Manager to research and report back to the City Council on alternative approaches to reduce the Citys cost associated with the operation of a correctional facility and provide a recommended alternative(s) for the City Councils consideration.

 

WHEREAS, the City of Kansas City operates a correctional facility commonly known as the Municipal Correctional Institution (MCI); and

 

WHEREAS, MCI houses both detainees and sentenced individuals; and

 

WHEREAS, the operation of a correctional facility is not a common function performed by other cities; and

 

WHEREAS, there are a variety of models for the operation and management of municipal correctional facilities including management and operation by private entities and facilities serving multiple jurisdictions; and

 

WHEREAS, there are various alternatives to supplement and complement a correctional facility including but not limited to intense supervised probation; and

 

WHEREAS, MCI is an aging facility that lacks features and amenities found in more recently constructed correctional facilities; and

 

WHEREAS, the City Council wishes to ensure that MCI is operated in the most efficient means possible; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City Manager is hereby directed to research and report back to the City Council within 60 days of the adoption of this resolution on alternative approaches to reduce the Citys cost associated with the operation of a correctional facility and provide a recommended alternative(s) for the City Councils consideration.
