COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 150522

 

Amending the Briarcliff-Winnwood Area Plan for an approximately 26 acre tract of land, generally located south of N.E. Englewood Road, west of N. Antioch Road and east of N. Garfield Avenue, by changing the recommended land use from Residential - Medium Density to Mixed-Use Neighborhood for the commercial portion of the project and to Residential Medium High Density for the residential portion of the project. WHEREAS, on June 18, 2009, the City Council by Resolution No. 090442 adopted the Briarcliff-Winnwood Area Plan as a guide for the future development and public investment within the area bounded by the city limits of Gladstone, Missouri and Pleasant Valley Road (north), North Kansas City, Missouri and M-210 Highway (south), Interstate Highway I-435 (east), and the city limits of Kansas City, Missouri (west); and

 

WHEREAS, an application was submitted by Curry Investment Company, to amend the Briarcliff-Winnwood Area Plan as it affects a 26 acre tract of land area generally located south of N.E. Englewood Road, west of N. Antioch Road and east of N. Garfield Avenue, by changing the recommended land use from Residential – Medium Density to Mixed-Use Neighborhood; and

 

WHEREAS, the City Plan Commission considered such amendment to the Proposed Land Use Plan and Map on June 16, 2015; and

 

WHEREAS, after all interested persons were given an opportunity to present testimony, the City Plan Commission did on June 16, 2015, recommend approval of the proposed amendment to the Briarcliff-Winnwood Area Plan; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the Briarcliff-Winnwood Area Plan is hereby amended as to the Proposed Land Use Plan and Map for an approximately 26 acre tract of land, generally located south of N.E. Englewood Road, west of N. Antioch Road and east of N. Garfield Avenue, by changing the recommended land use from Residential – Medium Density to Mixed-Use Neighborhood for the commercial portion of the project and to Residential Medium High Density for the residential portion of the project. A copy of the amendment to the Briarcliff-Winnwood Area Plan is attached hereto as Exhibit A and is incorporated herein by reference.

 

Section B. That the amendment to the Briarcliff-Winnwood Area Plan is consistent and complies with the FOCUS Kansas City Plan adopted on October 30, 1997, by Committee Substitute for Resolution No. 971268, and is adopted as a supplement to the FOCUS Kansas City Plan.

 

Section C. That the Council finds and declares that before taking any action on the proposed area plan amendment hereinabove, all public notices have been given and hearings have been held as required by law.
