COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 160734, AS AMENDED

 

Appropriating $400,315.00 from the Unappropriated Fund Balance of the Neighborhood Tourist Development Fund; approving contracts with nonprofit organizations for the purpose of promoting neighborhoods through cultural, social, ethnic, historic, educational, and recreational activities in the amount of $150,315.00 and $250,000.00 for a competitive solicitation process to contract for services to produce a Kansas City arts and cultural festival per the City’s community cultural plan, KCMO Arts Convergence Plan; and recognizing this ordinance as having an accelerated effective date.

 

WHEREAS, KCMO Arts Convergence Plan, the City’s community cultural plan, was adopted by City Council in November 2013 and outlines 10 goals and a strategic plan to fulfill the vision of the plan to be implemented over 10 years; and

 

WHEREAS, Goal #8 of the KCMO Arts Convergence Plan states the festival goal is to develop a community-wide arts festival celebrating and promoting Kansas City, Missouri’s arts and cultural organizations, arts-related businesses while promoting the City’s image as a cultural destination and stimulating Kansas City’s creative economy; and

 

WHEREAS, in December 2015, a feasibility study and report was completed for the purpose of site investigation, infrastructure costs, business plan and budget and operational structure; and

 

WHEREAS, Mid-America Regional Council will serve as the non-profit umbrella organization and fiscal agent as approved by their Board of Directors in February 2016 and in accordance of Sec. 2-933 of the city’s Code of Ordinances, Division 9 – Neighborhood Tourist Development Fund Committee; and

 

WHEREAS, on April 28, 2016, staff presented to the NTDF Committee the feasibility report and proposal of the pilot KCMO Arts Festival and on June 23, 2016, the NTDF Committee recommended funding in the amount of $250,000.00 unanimously to support the KCMO Arts Festival; and

 

WHEREAS, a competitive solicitation bid process will be initiated to contract for festival production, curatorial and artistic services and the event is scheduled to occur in the Fall of 2017; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That $400,315.00 is appropriated from the Unappropriated Fund Balance off the Neighborhood Tourist Development Fund to the following accounts of the Neighborhood Tourist Development Fund:

 


 

17-2350-672100-B Neighborhood Tourist Development $150,315.00

17-2350-101113-B Festival Support 250,000.00

TOTAL $400,315.00

 

Section 2. That the City Manager is authorized to execute contracts in the total amount of $150,315.00 with the following agencies in the respective amounts for the Neighborhood Tourist Development Fund projects and events from funds appropriated in Account No. 17-2350-672100-B. These contracts are hereby approved, in substantial form, as that on file in the City Manager’s Office.

Section 3. That the City Manager is authorized to execute contracts with Mid-America Regional Council in an amount up to $250,000.00 for the festival production of the KCMO Arts Festival that will include curatorial and artistic services.

 

Section 4. That this ordinance, which appropriates money, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
