ORDINANCE NO. 101020
Declaring
the City’s intention to submit additional information as a part of the Homeless
Assistance Submission & Redevelopment Plan for Marine Corps Support
Activity, Kansas City, Missouri, and authorizing the Mayor to execute a Legally
Binding Agreement.
WHEREAS, in
2005, Marine Corps Support Activity (“MCSA”) in Kansas City was declared
surplus and designated for closure in 2011; and
WHEREAS, the
property, which is located in both Kansas City, Missouri and the City of
Belton, Missouri, was declared excess to the Department of the Navy and made
available to other Department of Defense components and other federal agencies;
and
WHEREAS, the
City of Kansas City, Missouri was initially designated as the Local
Redevelopment Authority (“LRA”) by the Mayor and City Council of Kansas City,
Missouri by Resolution No. 060565 on May 25, 2006; and
WHEREAS, the LRA
was then revised to include the City of Belton by Resolution No. 080706 on June
24, 2008; and
WHEREAS, The
Council declared the Plan for MCSA at Richards-Gebaur as the official plan of
record for the redevelopment and reuse of property declared surplus by the
Department of the Navy by Resolution No. 090197 on March 12, 2009; and
WHEREAS, the
City now intends to submit a Legally Binding Agreement between the City and
Heart N Hand Ministries, Inc., for provision of services to homeless persons in
the area as an additional part of the Plan; NOW, THEREFORE,
BE IT ORDAINED
BY THE COUNCIL OF KANSAS CITY:
Section 1. That
the Council declares the Legally Binding Agreement between the City and Heart N
Hand Ministries, Inc. to be a part of the Homeless Assistance Submission &
Redevelopment Plan for Marine Corps Support Activity at Richards-Gebaur, and authorizes
the Mayor to execute the Agreement.
Section 2. That
a copy of the Legally Binding Agreement, in substantial form, is attached
hereto and is hereby approved.
