SECOND COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 060854

 

Approving the 2006 Consolidated One-Year Action Plan contracts and authorizing the City Development Department to execute contracts totaling $3,142.500.00 for various agencies responsible for implementing the Action Plan for Community Development Services.

 

WHEREAS, Congress and the President signed the Cranston-Gonzalez National Affordable Act on November 28, 1990; and

 

WHEREAS, Title I of the National Affordable Housing Act of 1990, as amended (Title I) requires cities to submit to the United States Department of Housing and Urban Development (HUD) a document which consolidates four entitlement programs into a 5-Year Consolidated Plan; and

 

WHEREAS, Title I requires cities to submit a 5-Year Consolidation Plan inclusive of a 1-Year Action Plan, and any amendments to the 5-Year Plan on an annual basis; and

 

WHEREAS, Title I authorizes the Secretary of HUD to award grants to units of local government, such as the City of Kansas City, Missouri, to finance its Community Development and Housing Programs; and

 

WHEREAS, the four grant programs included within the 2006 Consolidated Action Plan are the Community Development Block Grant Program (CDBG), the HOME Investment Partnership Program, the Emergency Shelter Grant Program, and the Housing Opportunities for Persons with AIDS Program; and

 

WHEREAS, for 2006, the City submitted a 1-Year Action Plan showing housing and community development activities, performance goals and funding amounts from each grant source applicable to the four grant programs pursuant to and in accordance with Title I; and

 

WHEREAS, the local HUD office approved the 2006 Action Plan on June 21, 2006; and

 

WHEREAS, on March 9, 2006, through Resolution No. 060212, the Council approved the Consolidated One-Year Action Plan; and

 

WHEREAS, the 2006 Consolidated Plan identified the following agencies and the recommended amounts:

Hispanic Economic Development Corporation $100,000.00

Community Development Corporation of KC $100,000.00

Ivanhoe Neighborhood Council (Ivanhoe Land

Maintenance $ 75,000.00

Operation Breakthrough $500,000.00

Harvesters Community Food Network $162,500.00

DeLaSalle Education Center $100,000.00

Guadalupe Center Culinary Arts $100,000.00

Twelfth Street Heritage $150,000.00

Housing Information Center $100,000.00

Kansas City Neighborhood Alliance $100,000.00

Old Northeast $ 40,000.00

HOME

Swope Community Builders (Parkway Apts) $720,000.00

North Park Place Apartments $375,000.00

Dons Contracting and Property Development

(Ballpark Project/Monarch Manor) $480,000.00

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the appropriation in the following account of the Community Development Block Grant Fund is hereby reduced by the following amount:

 

07-2670-575317-B Public Services $140,000.00

 

Section 2. That the sum of $140,000.00 is hereby appropriated to the Unappropriated Fund Balance of the Community Development Block Grant Fund in the following account of the Community Development Block Grant Fund:

 

07-2670-645312-B Public Services $140,000.00

 

Section 3. That the Director of the City Development Department, on behalf of the City of Kansas City, Missouri, is hereby authorized to enter into and execute contracts with the above listed agencies from funds previously appropriated to accounts in the Community Development Block Grant Fund, No. 2670 and HOME Grant Fund, No. 2940:

 

07-2670-645300-B Administration $ 150,000.00

07-2670-645311-B Land Maintenance 75,000.00

07-2670-645314-B Public Facilities 862,500.00

07-2670-645312-B Public Services 240,000.00

07-2670-645310-B Economic Development 200,000.00

07-2940-645301-B Homeownership Assistance 1,575,000.00

 

Section 4. Directing the City Manager to identify and allocate $50,000.00 of Fifth District CDBG funding to the Wabash Village Project.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
