COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 040455

 

Commending the Housing Authority, Guinotte Manor Tenants Association, the Housing and Economic Development Financial Corporation and the Columbus Park Neighborhood for the successful completion of the construction of the new Guinotte Manor Housing Development; authorizing the City Manager to submit an ordinance for final payments of funds to the Housing Authority; and supporting the developer selection process and development scheduled for the redevelopment of the Columbus Park/Guinotte Manor Phase III Housing Development.

 

WHEREAS, on May 1, 1997, the City entered into a Cooperative Agreement (Ordinance No. 970603) with the Housing Authority of Kansas City and the Guinotte Manor Tenants Association for the purpose of implementing the Riverfront Park Urban Village Redevelopment Plan - Final Concept in the Columbus Park Neighborhood; and

 

WHEREAS, the Cooperative Agreement established a series of redevelopment objectives, which included the demolition of the existing 412 unit Guinotte Manor Public Housing Development, generally located at 4th and Troost, and the construction of 219 new units according to a jointly approved design, the construction of a community center, a water new playground at the Garrison Center, a new street extension at 4th Street, street improvements, the replacement of 77 public housing units on approved sites, and the development of a nine acre tract (Phase III) immediately west of the newly constructed units according to an approved plan; and

 

WHEREAS, the City entered into an Implementation Agreement with the Housing and Economic Development Financial Corporation (HEDFC) to acquire and develop housing necessary to meet the requirement to provide 77 public housing units; and

 

WHEREAS, in 2003 the City created the Columbus Park/Guinotte Manor Phase III Housing Development Advisory for the purpose of facilitating the selection of a private developer for the Columbus Park/Guinotte Manor Phase III area; and

 

WHEREAS, the City, Housing Authority and HEDFC have completed the siting and acquisition/construction of 59 units, and are working to close on the regulatory documents necessary for the final 18 scattered site units at the Mt. Cleveland Townhomes at 51st and Cleveland in May 2004, and to finalize all outstanding payments due the Housing Authority; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Council commends the Housing Authority, Guinotte Manor Tenants Association, the Housing and Economic Development Financial Corporation, and the Columbus Park Neighborhood for their dedication and hard work necessary for the successful completion of the construction of the new Guinotte Manor Housing Development, and replacement of 77 public housing units.

 

Section 2. That the City Manager is directed to submit an ordinance authorizing final payment of funds to the Housing Authority to complete the Phase I and Phase II portions of the project according to the following payment amounts: Payment of $144,058.72 in Community Development Block Grant funds for necessary legal costs, closing costs, and repairs of acquired units by HEDFC, and $7,960.00 of Capital Improvement Funds for additional costs necessary to extend 4th Street through the new development at 4th and Forest by the City.

 

Section 3. That the City Council supports the developer selection process and development schedule for the redevelopment of the Columbus Park/Guinotte Manor Phase III Housing Development as a privately owned housing development.
