ORDINANCE NO. 200239

 

Appropriating $763,810.00 from the Unappropriated Balance of the Health Levy Fund; authorizing the City Manager to execute agreements under $100,000.00 with organizations which provide evidence-based programs; requiring that certain agreements with organizations which are over $100,000.00 be subject to Council approval; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, evidence-based programs are programs that have proven effective, and translated into practical models that are widely available to community-based organizations. It is also important that the evaluations themselves have been subjected to critical peer review. That is, experts in the field – not just the people who developed and evaluated the program – have examined the evaluation’s methods and agreed with its conclusions about the program’s effects. Ultimately, when you implement an evidence-based program, you can be confident you’re delivering a program that works and is highly likely to improve the health of your constituents; and

 

WHEREAS, the evidence-based approach has been used in the crime prevention domain to support programs that have demonstrated their effectiveness in reducing crime and improving community safety; NOW THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the sum of $763,810.00 is reduced from the following accounts in the Health Levy Fund:

 

21-2330-501900-B Aim4Peace $480,712.00

21-2330-501903 Violence Prevention Program 283,098.00

TOTAL $763,810.00

 

Section 2. That the sum of $763,810.00 is appropriated from the Unappropriated Fund Balance of the Health Levy Fund to the following accounts:

 

21-2330-102140-B Evidence Based Programs $480,712.00

21-2330-xxxxxxxx Violence Prevention Program 283,098.00

TOTAL $763,810.00

 

Section 3. The City Manager is authorized to enter into contracts not to exceed $100,000.00 each with those agencies, organizations and nonprofits that provide evidence-based programs.

 

Section 4. The City Council shall approve any contracts in excess of $100,000.00 with these agencies, organizations and nonprofits that provide evidence-based programs.

 

Section 5. That this ordinance is recognized as having an accelerated effective date within the provisions of Section 503 of the City Charter in that it appropriates money, and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
