COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 140382

Directing the City Manager to engage in an appropriate planning process, including outreach to business owners, to provide information to the Mayor and City Council for the prioritization of needs in the West Bottoms, including future use of the American Royal and Kemper Arena.

WHEREAS, the City has received suggestions for various uses of property in the West Bottoms; and

WHEREAS, it is appropriate and prudent that the City engage in a renewed purposeful analysis of the appropriate land uses in the West Bottoms, especially because of the large presence of the City through the American Royal and Kemper Arena; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the City Manager is directed to commence a planning process through which recommendations to the Mayor and City Council can be made for appropriate future uses in the West Bottoms.

Section 2. That this process will take into consideration current existing plans and current legal and financial obligations of the City in the West Bottoms, as well as the future needs for the West Bottoms.

Section 3. That this process will be inclusive of the persons with interests in the West Bottoms, including current property and business owners located in the West Bottoms.

Section 4. That the City Manager will provide the City Council with an estimate of the time anticipated to complete this plan within 13 days of adoption of this resolution.
