ORDINANCE NO. 160924
Estimating revenue and
appropriating $500,000.00 to the Capital Improvements Fund; authorizing the
Director of Parks and Recreation to enter into a cooperative grant funding
agreement with the Missouri Department of Transportation for the Swope Park
Connector Trail Project in the amount of $500,000.00 in federal funds; and
recognizing this ordinance as having an accelerated effective date.
WHEREAS, the
Missouri Department of Transportation awarded a grant [Federal Project No. TAP
3423 (406)] in the amount of $500,000.00 for construction of the Blue River
Swope Park Connector Trail on June 14, 2016, to the Parks and Recreation
Department; and
WHEREAS, the grant
requires a local 25% match from the City to supplement the grant award; and
WHEREAS, the Public
Improvement Advisory Committee allocated $167,000.00 from the 5th Council
District Neighborhood Funds to the Parks and Recreation Department for the
Swope Park Connector Trail Project in May, 2015, to be used for the local match;
and
WHEREAS, the Parks
and Recreation Department will be the project administrator for the Swope Park
Connector Trail Project, which is the same area for which PIAC had allocated
funds; and
WHEREAS, the
improvements include extending the Blue River Trail shown in the Metro Green
and Trails KC Plans as a priority segment of the KC Metropolitan Trail System.
The project limits are along the Blue River from Heart of America Golf Course
to the Eddy Ballentine Trail; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF
KANSAS CITY:
Section 1. That
the Director of Parks and Recreation is hereby authorized to execute a
cooperative grant funding agreement between the Missouri Department of
Transportation and the Kansas City, Missouri Board of Parks and Recreation
Commissioners for the use of the Transportation Alternatives (TAP) 3423 (406)
grant funds as provided by the Federal Highway Administration for construction
of the Blue River Swope Park Connector Trail.
Section 2. That
revenue in the following account of the Capital Improvements Fund is hereby
established in the following amount:
17-3090-700001-479095 Transport
Alternatives Program $500,000.00
Section
3. That the sum of $500,000.00 is hereby appropriated from the Unappropriated
Fund Balance of the Capital Improvements Fund to the following account in the
Capital Improvements Fund:
17-3090-708095-B-G70161307 Swope Park Blue River
Connector $500,000.00
Section 4. That
the Director of Parks and Recreation is hereby designated as requisitioning authority
for Account No. 17-3090-708095.
Section 5. That
this ordinance, relating to the design, repair, maintenance or construction of
a public improvement to be paid in part by federal funds, is recognized as an
ordinance with an accelerated effective date as provided by Section
503(a)(3)(D) of the City Charter and shall take effect in accordance with
Section 503, City Charter.

that there is a balance, otherwise unencumbered, to the credit of the
appropriation to which the foregoing expenditure is to be charged, and a cash
balance, otherwise unencumbered, in the treasury, to the credit of the fund
from which payment is to be made, each sufficient to meet the obligation hereby
