COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 080587

 

Estimating $270,000.00 in revenue in the General Fund from a legal settlement with HEDFC; appropriating $270,000.00 and authorizing a $270,000.00 contract with the Hispanic Economic Development Corporation (HEDC) for the purpose of cost-sharing in a facility acquisition for the Westside CAN Center.

WHEREAS, the Westside CAN Center is an important community anchor in the Citys Latino community; and

WHEREAS, the Westside CAN Center houses property code enforcement staff and police staff and is an invaluable extension of City services into the community; and

WHEREAS, the Westside CAN Center has historically operated in rent free office space in the Westside community provided by generous and committed local building owners; and

WHEREAS, an offer of free rent is no longer being made available in the area where the Westside CAN Center can be most effective with its service delivery efforts; and

  WHEREAS, the Hispanic Economic Development Corporation (HEDC) has stepped forward and is willing to help acquire, own and maintain permanent space for the Westside CAN Center; and

WHEREAS, a recent legal settlement with the Housing and Economic Development Financial Corporation (HEDFC) can provide the necessary funding to support this initiative without impacting other important City initiatives; and

  WHEREAS, HEDC will use its own funds and with a 50% contribution from the City will provide stability for Westside CAN as well as endowing HEDC with an asset that will hopefully increase in value over time; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That revenue in the following amount is hereby estimated in the following account of the General Fund:

09-1000-130000-485250 HEDFC Legal Settlement $270,000.00

Section 2. That $270,000.00 is hereby appropriated from the Unappropriated Fund Balance of the General Fund to the following account of the General Fund

09-1000-572350-B Community Action Network Center $270,000.00

Section 3. That the Director of Neighborhood and Community Services is hereby authorized to execute a contract with the Hispanic Economic Development Corporation for an amount not to exceed $270,000.00 for the purpose of assisting in the purchase of real property for the relocation of the Westside CAN Center. The contract shall assure that adequate space in the facility shall always be provided at no cost to the City for City property code enforcement and police staff.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
