Recognizing
Kansas City Police Officers Christopher Skinner and David Loar for going above
and beyond the call of duty.
WHEREAS,
Christopher Skinner and David Loar, Shoal Creek Patrol Officers, were
recognized October 2, 2008, and received a certificate of commendation, for
their work in helping Harold turn his life around; and
WHEREAS,
Skinner and Loar assisted Harold in recovering his stolen identification,
finding him a place to live and helping him obtain his Social Security
benefits; and
WHEREAS,
on New Years Eve, Skinner and Loar responded to an alarm call at the Antioch
Mall where they discovered Harold, a 70 year old homeless man, in the garage of
the Sears store; and
WHEREAS,
Harold told the officers that he had been homeless for 7 years and after going
to a homeless shelter his wallet and all identification had been stolen; and
WHEREAS,
Officers Skinner and Loar during the next three months worked to help Harold
obtain a birth certificate, a post office box, a Social Security card and
state-issued photo identification; and
WHEREAS,
the officers went so far as to put Harold up in a hotel and buy him groceries
with their own money; and
WHEREAS,
during their free time, the officers made inquiries about how Harold could
receive Social Security benefits and found that Harold was owed $9,800 in back
benefits and was then to receive $1,700 a month for life as well as receiving
Medicare coverage; and
WHEREAS,
Skinner and Loar helped Harold to find a low rent apartment, secure furniture,
and open a checking and savings account; NOW, THEREFORE,
BE
IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That
the Mayor and Council hereby recognize Kansas City Police Officers Christopher
Skinner and David Loar for going above and beyond the call of duty; and
BE
IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the
Council in testimony thereof and that a copy hereof be presented to Officer
Christopher Skinner and Officer David Loar with the appreciation of the Mayor,
Council and citizens of Kansas City for their exemplary behavior in helping
another human being.
