ORDINANCE NO. 180901180901180901

 

Authorizing the Director of Public Works to enter into a Road Relinquishment Agreement and STP-Urban Program Supplemental Agreement with the Missouri Highways and Transportation Commission (“MHTC”) for the N.W. Prairie View Road and south of N.W. 64th Street Improvements Project; and recognizing this ordinance as having an accelerated effective date.

 

WHEREAS, on March 6, 2008, the City Council passed Ordinance No. 080150 modifying the City’s Major Street Plan in the vicinity of I-29 and N.W. Prairie View Road between N.W. 62nd Street and N.W. 72nd Street; and

 

WHEREAS, on March 6, 2014, City Council passed Ordinance No. 140153 supporting improvements to the Route 45 and I-29 interchange and directed the City Manager to work with the Missouri Department of Transportation (“MoDOT”) for additional funding opportunities for the project; and

 

WHEREAS, in 2015, the City entered into a STP-Urban Agreement, No. STP 3374(402), with MHTC securing a $2,750,000.00 grant for improvements to the Route 45 and I-29 interchange to relocate the western outer road south of Route 45; and

 

WHEREAS, MoDOT desired to include improvements to Route 45 within the I-29 right of way including modifying the ramps on the west side of I-29 and is committing $1,500,000.00 towards those improvements through the STP-Urban Program Supplemental Agreement; and

 

WHEREAS, the Road Relinquishment Agreement transfers ownership and maintenance of portions of I-29 east outer road, also known as N.W. Roanridge Road to the City for purposes of construction in the N.W. Prairie View Road and south of N.W. 64th Street – Improvements project; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of the Public Works Department is hereby authorized to enter into a Road Relinquish Agreement for the purpose of transferring ownership and maintenance of portions of N.W. Roanridge Road between N. Byfield Avenue to N.W. Barry Road from the MHTC to the City. A copy of the agreement is on file in the Public Works Director’s Office.

 

Section 2. That the Director of the Public Works Department is hereby authorized to enter into a STP-Urban Program Supplemental Agreement for Federal Project STP 3374(402). A copy of the agreement is on file in the Public Works Director’s Office.

 


Section 3. That this ordinance, relating to the design, repair, maintenance or construction of a public improvement, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(D) of the City Charter and shall take effect in accordance with Section 503, City Charter.
