RESOLUTION NO. 120400, AS AMENDED

 

Declaring the intent of the Council to hold at least one public hearing and to consider the adoption of the 2012 – 2015 Collective Bargaining Agreement with Local 42, I.A.F.F. following its ratification by the Union.

 

WHEREAS, Local 42, I.A.F.F., is recognized by the City and by the Missouri State Board of Mediation as the exclusive bargaining unit representing all City employees in the City’s Fire Department in the classifications of Fire Fighters, Fire Apparatus Operators, Captains, Communication Specialists, Fire Prevention Inspectors, Investigators and Education Specialists, Emergency Medical Technicians, Emergency Response Vehicle Technicians, Medical Supply Technicians, Paramedics and all uniformed employees in the Fire Department in all divisions in all ranks equal to or below the rank of Captain; and

 

WHEREAS, the designated representatives of the City and Local 42, I.A.F.F. have met, conferred and discussed certain issues involving salaries and other conditions of employment; and

 

WHEREAS, the designated representatives of the City and Local 42, I.A.F.F. have tentatively agreed upon certain provisions to be set forth in a Collective Bargaining Agreement for the period beginning May 1, 2012 through April 26, 2015; and

 

WHEREAS, pursuant to Section 105.520, Revised Statutes of Missouri, this tentatively agreed upon 2012 – 2015 Collective Bargaining Agreement with Local 42, I.A.F.F. will be submitted to the Council for adoption, modification or rejection; and

 

WHEREAS, the tentatively agreed upon provisions to be set forth in a Collective Bargaining Agreement include reductions in overall Fire Department staffing resulting from a reduction of personnel; and

 

WHEREAS, the reduction in Fire Department personnel as tentatively agreed upon to be set forth in a Collective Bargaining Agreement will include ranked positions being eliminated by reductions from two fire companies and the elimination of support positions; and

 

WHEREAS, the tentatively agreed upon provisions to be set forth in a Collective Bargaining Agreement include the creation of an ambulance/EMS Service Planning Task Force consisting of City staff and members of Local 42, I.A.F.F. which shall have the responsibility to develop a new ambulance/EMS deployment plan; and

 

WHEREAS, the tentatively agreed upon provisions to be set forth in a Collective Bargaining Agreement include provisions allowing the City to proceed with pension reform; and

 

WHEREAS, the City shall undertake a comprehensive review of its deployment model to insure adequate coverage in the southern and northeastern parts of the City; and

 

WHEREAS, The City budget for the 2012 -2013 fiscal year contains a $7.6 million reduction in the Fire Department’s budget and the tentatively agreed upon provisions to be set forth in a Collective Bargaining Agreement achieve this budgetary reduction through overall Fire Department staffing reductions; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY THAT:

 

The Mayor and Council declares that, following its ratification by the Union, it will consider, following at least one public hearing, the adoption of the proposed 2012 – 2015 Collective Bargaining Agreement with Local 42, I.A.F.F., that has been tentatively agreed upon by designated representatives of the City and Local 42.
