ORDINANCE NO. 190263

 

Approving the Bike KC Master Plan as the City’s guide for the development and implementation of on-road bicycle infrastructure, policies, programs, and evaluation metrics to assist the City in becoming more bicycle friendly and replacing Appendix B of the Major Street Plan. (CD-MISC-2019-00001)

 

WHEREAS, Committee Substitute for Ordinance No. 011288 was passed on August 15, 2002, which adopted certain revisions to the Major Street Plan for Kansas City by amending the Major Street Plan and Appendix A - Major Street Inventory and adding an Appendix B to the Major Street Plan to add bicycle routes to the Plan; and

 

WHEREAS, Resolution No. 070830 was passed on August 9, 2007, and promoted the use of bicycle and pedestrian options to help achieve city greenhouse gas reduction goals; and

 

WHEREAS, Committee Substitute for Ordinance No. 080515 was passed on June 5, 2008, and established the City’s Bicycle and Pedestrian Advisory Committee and charged the committee with certain duties, including proposing policies to achieve Platinum designation by the League of American Bicyclists by the year 2020; and

 

WHEREAS, Resolution No. 080754 was passed on June 24, 2008 and adopted the Climate Protection Plan which recommended that bicycling in Kansas City increase from 0.4% of all trips to 5.4% of all trips; and

 

WHEREAS, Ordinance No. 081052 was passed on November 20, 2008, which approved the Trails KC Plan as a guide for future shared-use trail development and corridor preservation within the City of Kansas City, Missouri; and

 

WHEREAS, Committee Substitute for Resolution No. 090348 was passed on May 7, 2009, and approved the Bicycle/Pedestrian Friendly Community Action Plan as a guide for annual bicycle and pedestrian facility and program development within the City of Kansas City, Missouri; and

 

WHEREAS, Resolution No. 110371 was passed on May 12, 2011, and reaffirmed the goal of receiving a Platinum designation by the League of American Bicyclists by the year 2020; and

 

WHEREAS, the Office of the City Auditor Performance Audit “Bike KC Inadequate to Meet City Goals” recommended that the City Manager should ensure Bike KC contains the recommended elements of a master bicycle plan crafted to meet City goals; and

 

WHEREAS, many other city and regional policies and initiatives such as the FOCUS Plan, Area Plans, the Transit-Oriented Development Policy, Livable Streets Policy (Resolution No. 110069), the Complete Street Ordinance (Committee Substitute for Ordinance No. 170949), and the Greater Kansas City Regional Bikeway Plan promote the use of bicycling to build healthy, vibrant, and equitable communities; and

 

WHEREAS, increased use of the bicycle increases economic vitality and community development; and

 

WHEREAS, the City of Kansas City, Missouri aims to increase opportunities for bicycling throughout all six council districts; and

 

WHEREAS, increased implementation of plans and infrastructure that support bicycling contributes to the development of Complete Streets; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the Bike KC Master Plan is hereby adopted as the City’s guide for the development and implementation of on-road bicycle infrastructure, policies, programs, and evaluation metrics to assist the City in becoming more bicycle friendly. A copy of the Bike KC Master Plan is attached hereto, in substantial form, and is hereby approved.

 

Section B. That Appendix B to the Major Street Plan is hereby replaced by the Bike KC Master Plan.

 

Section C. That the dedication of additional right of way width along designated bicycle routes shall be made by the developer at the time of platting.

 

Section D. That the Council finds and declares that before taking any action on the proposed Bike KC Master Plan hereinabove, all public notices have been given and hearings have been had as required by law.
