COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 180061

 

Reducing appropriations in the Downtown Parking Control account of the Public Works Department by $145,000.00; transferring the same amount to the Kansas City Police Department; authorizing the City Manager to execute a memorandum of understanding with the Board of Police Commissioners of Kansas City, Missouri for downtown parking enforcement; and appropriating the same amount to the Downtown Parking account in order to enhance downtown parking control and enforcement.

 

WHEREAS, downtown parking control is an important issue in Kansas City; and

 

 WHEREAS, Downtown parking control was previously planned to be administered by a third party contractor overseen by the Public Works Department; and

 

WHEREAS, there are concerns regarding the enforcement capability of a third party that is not a law enforcement agency; and

 

WHEREAS, the Kansas City Police Department has the capability and the desire to perform the necessary parking control and law enforcement duties; and

 

WHEREAS, the City and the Board of Police Commissioners will enter into an MOU for downtown parking control services; and

 

WHEREAS, the Kansas City Police Department requires additional funds for and the additional ten Parking Control Officers and related expenses; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the appropriation in the Downtown Parking Control account of the Public Works Department is hereby reduced by the following amount:

 

KCMBU-18-2160-891273-619080 Parking Garage Fund $145,000.00

 

Section 2. That the sum of $145,000.00 is hereby appropriated from the Unappropriated Fund Balance of the Parking Garage Fund to the following account:

KCMBU-18-2160-129996-980001 Transfer to KCPDU $145,000.00

Section 3. That the revenue in the following account of the Parking Garage Fund is hereby estimated in the following additional amount:

KCPDU-18-2160-210000-599900 Transfer from KCMBU $145,000.00

 


 

Section 4. That the sum of $145,000.00 is hereby appropriated from the Unappropriated Fund Balance of the Parking Garage Fund to the following accounts:

 

KCPDU-18-2160-212582-A Downtown Parking $ 69,410.00

KCPDU-18-2160-212582-C Downtown Parking 25,590.00

KCPDU-18-2160-212582-E Downtown Parking 50,000.00

TOTAL $145,000.00

 

Section 5. That the City Manager is authorized to execute a memorandum of understanding with the Board of Police Commissioners of Kansas City, Missouri, for downtown parking control services.

 

Section 6. That the Board of Police Commissioners is hereby designated as requisitioning authority for Account No. KCPDU-18-2160-212582.
