RESOLUTION NO. 190541
Expressing
the Council’s support for Operation Green Light of the Mid-America Regional
Council to develop a process that evaluates the current system and new
technology available for traffic signal synchronization on Missouri State
Highway 152 from Shoal Creek Parkway to the city limits of Kansas City adjacent
to the City of Liberty and requesting the submission of a corresponding budget.
WHEREAS,
Operation Green Light is currently responsible for traffic signal
synchronization on Missouri Highway 152 and is using signal-timing technology
financed by Kansas City contributions and federal funds; and
WHEREAS,
in the year 2010, Operation Green Light conducted a process that changed part
of Missouri Highway 291 in Lee’s Summit from a signal timing system to the use
of adaptive technology. This change was objectively evaluated on behalf of
Operation Green Light by the Midwest Research Institute; and
WHEREAS,
the City Council desires that Operation Green Light design an appropriate
process to evaluate and upgrade traffic signal synchronization on Missouri
Highway 152 and then engage an objective party to evaluate the traffic signal
synchronization; NOW, THEREFORE,
BE
IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1.
That the City expresses its support for Operation Green Light.
Section
2. That the Council requests that Operation Green Light, through the
Mid-American Regional Council, provide a proposed budget to the City Manager to
enable the following:
a.
To develop a process to evaluate
the current system and available new technologies to improve traffic signal
synchronization on Missouri State Highway 152 from Shoal Creek Parkway to the city limits of Kansas City adjacent to the City of Liberty.
b.
To select a strategy to achieve
implementation of said improvements.
c.
To engage an objective party to
evaluate said improvements.
