COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 160236

 

Authorizing the Director of Neighborhoods and Housing Services and the Director of Parks Department to enter into a Memorandum of Agreement to facilitate the transfer of properties from the Kansas City Public Schools to the City of up to five closed school sites that could be used for parkland, recreational purposes, future housing development or for such other purposes the parties agree upon.

 

WHEREAS, the Kansas City, Missouri, a Missouri municipality, through its Board of Parks and Recreation Commissioners and the Neighborhoods and Housing Services Department (hereinafter “City”), and The School District of Kansas City 33, d/b/a Kansas City Public Schools (hereinafter “KCPS”) are political subdivisions of the State of Missouri, as defined by the Revised Statutes of Missouri, with all powers pertinent thereto; and

 

WHEREAS,  the Kansas City Public Schools Repurposing Initiative Office and City of Kansas City, Missouri Parks and Recreation and Neighborhoods and Housing Services Departments have been in discussions to identify closed school sites that could address city priorities and/or public interest; and

 

            WHEREAS, KCPS and the City have identified up to six (6) closed school sites that could be used for parkland and/or recreational purposes, future housing needs or for such other purposes the parties agree upon, described as follows (collectively, the “Properties”):

 

1)      the former McCoy Elementary School (hereinafter “McCoy”),  a site located at 1524 White Avenue, Kansas City, Missouri;

2)      the former Ashland Elementary School (hereinafter “Ashland”), a site located at 4610 E. 24th Street;

3)      the former Blenheim Elementary School (hereinafter “Blenheim”), a site located at 2411 E. 70th Terrace (not being transferred to the City);

4)      the former Chick Elementary School (hereinafter “Chick”), a site located at 4101 E. 53rd Street;

5)       the former West Rock Creek Elementary School (hereinafter “West Rock Creek”), a site located at 8820 E. 27th Street;

6)      the former Willard Elementary School (hereinafter “Willard”), a site located at 5015 Garfield Street.

 

WHEREAS, KCPS has expended more than $550,000 on the demolition of McCoy and Chick to address the concerns expressed by community members concerning the blighting influence of the vacant buildings on the surrounding neighborhoods. KCPS will demolish the building at West Rock Creek;

 


WHEREAS, the City has determined that there is a need for additional parkland/open space/athletic fields at the Ashland, McCoy and the West Rock Creek sites, and future housing developments in the City at the Blenheim, Chick and Willard sites, and the City as part of this transfer will demolish the building at Willard and the residential structure at Ashland; and

 

WHEREAS, the ability to meet these public needs would be facilitated by a transfer of the Ashland, McCoy, Chick, West Rock Creek and Willard properties from KCPS to the City and the collaboration between the City and KCPS in aiding in the redevelopment of the Blenheim School; NOW, THEREFORE,

 

  BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of Neighborhoods and Housing Services and the Director of the Parks Department are authorized to execute the memorandum of understanding between the City and KCPS to facilitate the transfer of Ashland, McCoy, West Rock Creek, Chick and Willard properties from KCPS to the City for future City housing developments, new parks and athletic fields or such other purposes the parties agree upon on those former school sites, and work together regarding the demolition costs and environmental assessments as needed on the properties and the City will collaborate with KCPS in aiding in the redevelopment of the Blenheim School. The memorandum of understanding is approved in substantial form and is on file in the office of the Directors of Neighborhoods and Housing Services and the Parks Department.
