SECOND COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 100801

 

Authorizing the City Manager to solicit requests for information for the purpose of examining the feasibility and benefits of a long-term service agreement for the management of various assets of the City of Kansas City.

 

WHEREAS, the management and operation of City-owned facilities or equity stake participation by private operators could provide significant financial benefits to the City of Kansas City, Missouri while retaining City ownership of the facilities; and

WHEREAS, the City has an obligation to explore all avenues to fund the City’s $2.5 billion Sewer Overflow Control Plan; and

WHEREAS, it is the desire of the City to request and examine information relating to the feasibility of management and operation of various assets of the Kansas City Water Services Department by potential vendors; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Council recognizes the necessity of exploring options for the management and operation of various assets of the City.

Section 2. That the Council recognizes that the cash value of assets of the City’s Water Services Department could provide important resources to the City as it undertakes an extensive and expensive rebuilding of the City’s wastewater infrastructure.

Section 3. That the Council could consider other assets of the City for non-public management in an effort to find value in these assets that could then be reinvested in upgrading the City’s infrastructure.

Section 4. That the Council authorizes the City Manager to develop and release requests for information to determine the feasibility of such transactions.

Section 5. That the City Manager will report his findings to the City Council for its consideration within 60 days of passage of this resolution.
