COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 160515

 

Reviewing and approving the Kansas City, Missouri Affirmatively Furthering Fair Housing Report and authorizing the Director of the Neighborhoods and Housing Services Department to submit the report to the Department of Housing and Urban Development prior to November 4, 2016.

 

WHEREAS, on March 14, 2016, the Department of Housing and Urban Development (HUD) issued a notice providing guidance to cities on the preparation of the new Affirmatively Furthering Fair Housing (AFFH) rule; and

 

WHEREAS, the new AFFH rule requires cities to set forth a meaningful and transparent process to identify and understand local and regional fair housing issues and set goals for improving fair housing choice and access to opportunity; and

 

WHEREAS, since Kansas City’s Five-Year Consolidated Plan begins in May 2017, HUD has named Kansas City as one of twenty “tier cities” for the development of the AFFH report; and

 

WHEREAS, on February 15, 2016, the City entered into a contract with the Mid-America Regional Council (MARC) to assist in developing the report; and

 

WHEREAS, the City, as the lead jurisdiction within the Kansas City Metropolitan Area, partnered with four cities to jointly develop and submit a report that incorporates data on both a regional and local basis; and

 

WHEREAS, Kansas City’s process for developing the AFFH Report includes a high level of community engagement intended to encourage and receive maximum community and resident input including consultation and community participation in the analysis of fair housing data, an assessment of fair housing issues and contributing factors, an identification of fair housing priorities and goals, and the same consultation and community participation in any revisions to the AFFH; and

 

WHEREAS, to assist in implementing the new AFFH rule, on May 15, 2016, Kansas City published an amendment to its 2016 citizen participation plan stating that it will make available to the public, residents, public agencies, and other interested parties any HUD-provided data and other supplemental information the City plans to incorporate into its AFFH at the start of the public participation process (or as soon as feasible after), describing the resident outreach and where, when and how the City will publish the proposed AFFH in a manner that affords residents, units of general local government, public agencies, and other interested parties a reasonable opportunity to examine its content and to submit comments set forth as to how the City will make public the proposed AFFH and give reasonable opportunity to examine each document’s content and how the City will publish a summary of each document in the Kansas City Star, Dos Mundos, and The Call newspapers, and make copies of each document available on the internet, on the City’s official government web site, as well as at libraries, government offices, and public places, and list locations where copies of the entire proposed document may be examined; and

 

WHEREAS, the AFFH Report will identify needs, goals, strategies, and programs which enhance fair housing opportunities and choices in Kansas City and incorporated into the Five-Year Consolidated Plan; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Kansas City, Missouri Affirmatively Furthering Fair Housing Report is hereby approved.

 

Section 2. That the City Council authorizes the Director of the Neighborhoods and Housing Services Department to submit the report to the U.S. Department of Housing and Urban Development prior to November 4, 2016.
