ORDINANCE NO. 100485

 

Authoring the Director of Housing and Community Development to enter into contracts up to $3,879,910.00 with various organizations to provide public facility housing and economic development services from Community Development Block Grant and HOME Investment Partnership Program funding approved in the 2010 One Year Action Plan.

 

WHEREAS, on March 11, 2010, through Committee Substitute for Resolution No. 100145, the Council approved the 2010 One-Year Action Plan; and

 

WHEREAS, on April 29, 2010, through Committee Substitute for Resolution No. 100310, the Council approved an Amendment to the 2010 One-Year Action Plan; and

 

WHEREAS, on May 28, 2010 the U.S. Department of Housing and Urban Development approved the City’s 2010 One-Year Action Plan; and

 

WHEREAS, execution of contracts will provide needed services as outlined in the 2010 One-Year Action Plan; and

 

WHEREAS, authorization is required from the City Council in order for the Director to enter into contracts: NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of Housing and Community Development is authorized to enter into and execute, on behalf of the City of Kansas City, contracts with the agencies identified and the amounts indicated in the following sections to provide various services. Copies of the contracts, in substantial form, are on file in the office of the Director of Housing and Community Development.

 

Section 2. That the Director of Housing and Community Development is authorized to expend up to $495,270.00 including contingencies, from funds appropriated to Account No. 11-2600-555314-B to satisfy the cost of the following public facilities contracts:

 

Palestine Senior Center $150,000.00

Niles Home for Children 195,270.00

Palestine Neighborhood Development Corp. 150,000.00

TOTAL $495,270.00

 


Section 3. That the Director of Housing and Community Development is authorized to expend up to $836,190.00, including contingencies, from funds appropriated to Account No. 11-2600-555317-B to satisfy the cost of the following housing development contracts:

 

Swope Community Builders (20th & Park) $200,000.00

Swope Community Builders (Mt. Cleveland

and Woodland Highlands) 380,400.00

Community LINC 89,040.00

Ivanhoe Neighborhood Council 166,750.00

TOTAL $836,190.00

 

Section 4. That the Director of Housing and Community Development is authorized to expend up to $153,450.00, including contingencies, from funds appropriated to Account No. 11-2600-555310-B to satisfy the cost of the following economic development contract:

 

Hispanic Economic Development Corp. $153,450.00

 

Section 5. That the Director of Housing and Community Development is authorized to expend up to $1,575,000.00, including contingencies, from funds appropriated to Account No. 11-2600-555313-B to satisfy the cost of the following housing rehabilitation contracts:

 

Northland Neighborhoods, Inc. $ 350,000.00

Blue Hills Community Services Corp. 350,000.00

Neighborhood Housing Services 400,000.00

Westside Housing Organization 250,000.00

Ivanhoe Neighborhood Council 225,000.00

TOTAL $1,575,000.00

 

Section 6. That the Director of Housing and Community Development is authorized to expend up to $820,000.00, including contingencies, from funds appropriated to Account No. 11-2940-555317-B to satisfy the cost of the following housing development contracts:

 

Northland Neighborhoods, Inc. $300,000.00

Neighborhood Housing Services 520,000.00

TOTAL $820,000.00

 

 


I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
