COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 150781

 

Expressing support to continue the City’s partnership with KCATA for Prospect MAX through the Project Development phase and implementation; and pledging to provide approximately $12.4 million of the local funding as match for the FTA Small Starts capital grant pursued by KCATA.

 

WHEREAS, the City of Kansas City has partnered with the Kansas City Area Transportation Authority (KCATA) on the planning, funding and implementation of Metro Area Express (MAX) bus service on the Main Street and Troost Avenue corridors; and

 

WHEREAS, the City of Kansas City, KCATA and MARC have identified the Prospect Avenue corridor as a regional transit priority and the next priority for MAX service; and

 

WHEREAS, the current Prospect Avenue is served by local bus route 71 and has the second highest ridership of any KCATA transit route; and

 

WHEREAS, a Prospect MAX Advisory Committee has been established which is chaired by Councilman Jermaine Reed and includes representatives from community stakeholders, companies, organizations, neighborhood groups, civic and community leaders and City staff: and

 

WHEREAS, the City has worked with KCATA in developing the project plan and preliminary total cost estimate of $53.8 million; and

 

WHEREAS, the Prospect MAX preliminary financial plan assumes a federal funding contribution of more than 50% of the capital cost; and

 

WHEREAS, local funding from KCATA and the City is needed to match these federal funds and the plan assumes a City commitment of approximately $12.4 million; and

 

WHEREAS, the City has, in the recent past, provided portions of local funding as match for the FTA Small Starts capital grant pursued by KCATA for Main Street MAX and Troost MAX; and

 

WHEREAS, on August 13, 2015, the Federal Transit Administration authorized the KCATA to initiate the Project Development phase which will include completing the environmental review, completing preliminary engineering and holding public meetings to garner community input; and

 

WHEREAS, during the project’s Project Development phase the City will continue to work with KCATA to refine the project plan and cost estimate and the City’s funding commitment will be formalized through a future intergovernmental agreement between the City and KCATA; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY

 

Section 1. That the Mayor and Council express their support to continue the City’s partnership with KCATA for Prospect MAX through the Project Development phase and implementation.

 

Section 2. That the Mayor and Council pledge to provide approximately $12.4 million of the local funding as match for the FTA Small Starts capital grant pursued by KCATA.
