ORDINANCE NO. 191002

 

Authorizing the Director of Health to enter into contracts with awardees of Health Innovation Funds, which include Kansas City CARE Clinic, Swope Health Services, and Samuel U. Rodgers Health Center with this award promoting innovative prevention programs within current safety net providers that uphold accountability and transparency of how taxpayer funds from the Health Fund are being spent.

 

WHEREAS, the Kansas City Health Commission developed a process for reviewing applications for Health Innovation Funds that included evaluation criteria consistent with the intent of these funds; and

 

WHEREAS, these awards are being made to and to endorse health equity, collaboration and leveraging of additional resources; and

 

WHEREAS, the Kansas City Health Commission evaluated all applications and recommended awards based on their evaluation criteria; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That agreements between the City of Kansas City, Missouri, based on the recommendation of the Health Commission and acting through its Director of Health, and Kansas City CARE Clinic, Samuel U. Rodgers Health Center, and Swope Health Services, acting through their authorized representative, whereby these agencies will provide prevention health care services with innovative upstream public health approaches that promote equitable, prevention-focused services for the City's residents for the period beginning January 1, 2020 through December 31, 2020 to be paid from funds previously appropriated to 20-2330-512160-618560, are hereby accepted and approved. Copies of these agreements, in substantial form, are on file with the Director of Health.

 

Kansas City CARE Clinic $132,553.00

Samuel U. Rodgers/Cabot Westside 119,945.00

Swope Health Center 147,502.00

TOTAL $400,000.00

 

Section 2. That the Director of Health is hereby authorized to extend the term of these contracts without further Council approval and that the Director is also hereby authorized to amend these contracts to increase or decrease the total contract dollar amounts contingent upon the need and availability of appropriated funds. The Director shall seek recommendations from the Health Commission and send notification to the City Council thirty days before any such increase or decrease. No action shall be taken until thirty days after such notice.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
