COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 180828, AS FURTHER AMENDED

 

Changing the name of The Paseo Boulevard to Dr. Martin Luther King, Jr. Blvd; waiving certain requirements of the City’s Zoning and Land Development Code; appropriating revenues in the amount of $60,000.00; and recognizing this ordinance as having an accelerated effective date.

 

WHEREAS, on April 6, 2018, the Mayor established the MLK Advisory Group, charged with seeking input from the community and offering a recommendation for a Martin Luther King, Jr., designation in the City; and

 

WHEREAS, the MLK Advisory Group convened hearings throughout the City and employed social media tools to allow citizens to express their views on how the City should best honor the legacy of Martin Luther King, Jr.; and

 

WHEREAS, following public input and deliberations, the MLK Advisory Group recommended to the City Council that it consider naming one of three City assets after Martin Luther King, Jr., including The Paseo Boulevard; and

 

WHEREAS, the City desires to honor Dr. King’s legacy and his ideals of equity and respect, and do so in a way that aligns with the City’s long-term planning goals and vision for an inclusive community; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the name of The Paseo Boulevard, approximately 9.98 miles in length from the center line of Lexington Avenue south and east to a point south of the center line of east 85th Street, is changed to Dr. Martin Luther King, Jr. Blvd. 

 

Section 2. That the requirements of Section 88-605-03, Street Naming Committee, of the City’s Zoning and Land Development Code, are hereby waived.

 

Section 3. That existing traffic ordinances on this street will remain in effect and will not be affected by the street name designation

 

Section 4. That the appropriation in the following account of the General Fund is hereby reduced in the following amount:

 

19-1000-179990-B Contingent Appropriation $60,000.00

 

Section 5. That the sum of $60,000.00 is hereby appropriated from the Unappropriated Fund Balance of the General Fund in the following account of the General Fund:

 

19-1000-892030-B Street Signs $60,000.00

 

Section 6. That this ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter in that it appropriates money, and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
