ORDINANCE NO. 180937

 

Acknowledging that the 23-year statutory period for the capture of tax increment allocation financing within the Projects 1, 2, 21, 26, 27, and 31 of the Summit Tax Increment Financing Plan has expired; terminating the designation of Projects 1, 2, 21, 26, 27, and 31 of the Plan as redevelopment projects; and directing the City Clerk to send copies of this ordinance to Jackson County.

 

WHEREAS, pursuant to the Real Property Tax Increment Allocation Redevelopment Act, Sections 99.800 to 99.865 of the Revised Statutes of Missouri, as amended (the "Act"), the City Council of Kansas City, Missouri, by Ordinance No. 54556, passed on November 24, 1982, and further amended thereafter, created the Tax Increment Financing Commission of Kansas City, Missouri (the "Commission"); and

 

WHEREAS, the Council, by passage of Ordinance No. 951016 on August 31, 1995, approved the Summit Tax Increment Financing Plan (the “Summit TIF Plan” or “Plan”) and designated an area described by the Plan as a redevelopment area (the “Redevelopment Area”), and

 

WHEREAS, the Redevelopment Area is generally bound by Southwest Blvd on the west, KC Terminal Railway and Pershing Road on the north, Penn Valley Park on the east and 26th Street on the south in Kansas City, Jackson County, Missouri, and

 

WHEREAS, the Council approved tax increment financing for Projects 1, 2, 21, 26, 27, and 31 of the Plan, (the “Expired Projects”) by Ordinance Nos. 951017, 951018, 951037, 951042, 951043, and 951047, respectively, on August 31, 1995; and

 

WHEREAS, the 23-year period for the capture of tax increment allocation financing has expired and it is appropriate to terminate the designation of the Expired Projects, and

 

WHEREAS, the Commission, at its November 14, 2018, meeting, adopted Resolution No. 11-9-18, which recommends termination of the designation of the Expired Projects; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council hereby acknowledges that the 23-year statutory period for the capture of tax increment allocation financing within the Projects 1, 2, 21, 26, 27, and 31 of the Summit Redevelopment Area has expired.

 

Section 2. That the designation of Projects 1, 2, 21, 26, 27, and 31 as redevelopment projects is hereby terminated.


 

Section 3. That the City Clerk is hereby directed to send copies of this ordinance to Jackson County.
