COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 120878

 

Directing the City Manager to cause specific projects to be submitted to the Mid-America Regional Council (MARC) as applications for the Planning Sustainable Places Grant Program 2012.

 

WHEREAS, MARC is soliciting project proposals for 2012-2013 Planning Sustainable Places Grant Program in its role as the Metropolitan Planning Organization (MPO) for Greater Kansas City; and

 

WHEREAS, eligible projects that meet the MARC grant objectives and rating system for the Planning Sustainable Places Grant Program have been prioritized by staff and departments; and

 

WHEREAS, eligible Planning for Sustainable Places Grant Program projects must meet MARC rating criteria and threshold of funding, and Kansas City has also prioritized projects based on Council goals, area plan criteria and goals, area plan implementation committee recommendations, community organization priorities and funding availability; and

 

WHEREAS, in an effort to demonstrate greater financial commitment by project applicants and to maximize the distribution of these funds for project implementation, the Planning Sustainable Places Grant Program may not be used for construction activity; and

 

WHEREAS, MARC anticipates the funding for Missouri to be estimated at $800,000.00 for this year, and anticipates allocating these funds for two project categories; Planning Sustainable Places Plans and Implementation Activities; and

 

Whereas, these grant projects require a minimum of 20 percent local cash match; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the list of projects submitted by the City of Kansas City, Missouri, are as follows:

 

Sustainable Places Plans

3rd and Grand multi-modal transportation hub area planning

West-High Switzer development plan

The Catalyst Project: A plan for a holistic Marlborough

 

Implementation Activities Plans

Evaluate underutilized parcels within proposed downtown TDD

West Pennway streetscape improvements

KCMO bicycle master plan

Historic Northeast – sustainable redevelopment project

Cleaver II and Troost Redevelopment

N. Oak Trafficway Roundabout and neighborhood improvements

Knobtown Station Area Plan and Transit Oriented Development Zoning

Lake of the Enshriners Restoration Plan

 

Section 2. That all efforts shall be made to insure that the required cash match be made available for those projects that receive funding through the Planning Sustainable Place Grant Program.
