COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 200424

 

Affirming the City Council’s commitment to fund subsequent phases of the 18th and Vine Historic District Improvements by identifying funding sources from 2021-2022 Fiscal Year budget; identifying certain projects for which such funds would be expended; and directing the City Manager to include a funding request in the 2021-2022 Fiscal Year budget in conformance with this resolution.

 

WHEREAS, the City Council passed Ordinance No. 160431, As Amended, on July 14, 2016; and

 

WHEREAS, Ordinance No. 160431 allocated $7,000,000.00 to fund the first phase of improvements to the 18th and Vine Historic District; and

 

WHEREAS, Section 11 of the Ordinance expressed Council’s intent to take all reasonable steps to pursue sufficient funding for additional phases of improvements to the 18th and Vine Historic District; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. The City Council hereby affirms its commitment to the 18th and Vine – Phase 2 project as outlined in Ordinance No. 160431, As Amended, by identifying $4,632,000.00 in potential funding in the 2021-22 Fiscal Year including:

 

(a)                $1,000,000.00 from funds previously appropriated in the following account: 21-3090-078043-611060-64017101

 

(b)               $2,632,000.00 in General Obligation Bond funding through the GOKC Bond program – Question 3 to be allocated through the annual Capital Improvements Plan (CIP) process

 

(c)                $1,000,000.00 from in-district Neighborhood Conservation Funding through the Fiscal Year 2021-22 Public Improvements Advisory Committee (PIAC) Process.

 

Section 2. That the following projects are identified as those which may receive funding should such funding be allocated:

 

Roberts Automotive Building. – Stabilize and Dry Shell $1,600,000.00

House of Hits – Dry Shell $268,000.00

Facades on Vine – Dry Shell $366,000.00

Savings and Loan Building – Dry Shell $448,000.00

18th and Paseo Intersection Improvements $750,000.00

American Jazz Museum Improvements $200,000.00

Gem Theater Improvements $200,000.00

Buck O’Neil Education Center Renovation (partial) $800,000.00

 

Section 3. The Council directs the City Manager to include a funding allocation in the 2021-2022 Fiscal Year budget proposal in conformance with this resolution.
