RESOLUTION NO. 031372
Approving an amendment to
the Main Street Corridor Land Use and Development Plan by amending the Future
Land Use Map for an approximately 55 acre tract of land generally bounded by
Pershing Road on the north, 26th Street on the south, Central Street on the
east and W. Pennway on the west from mixed-use commercial/residential to
institutional. (581-S-1)
WHEREAS,
on January 16, 2003, the City Council through the adoption of Resolution No.
021500 which adopted the Main Street Corridor Land Use and Development Plan as
a guide for the future development and redevelopment for the area generally
bounded by Pershing Road on the north, 47th Street on the south, Gillham Road
on the east and Broadway Boulevard on the west; and
WHEREAS,
on May 29, 2003, the City Council through the adoption of Resolution No.
030570, amended the Main Street Corridor Land Use and Development Plan for an
approximately 0.42 acre tract of land generally located at the northwest corner
of Armour Boulevard and Central Street by changing the land use plan from
commercial to multi-family residential, medium density; and
WHEREAS,
due to certain changes, it is desirable to modify certain components of the
Main Street Corridor Land Use and Development Plan by an amendment to the
Future Land Use Map as it affects an approximately 55 acre tract of land
generally bounded by Pershing Road on the north, 26th Street on the south,
Central Street on the east and W. Pennway on the west to recommend
institutional instead of mixed-use commercial/residential; and
WHEREAS,
public notice of a hearing before the City Plan Commission was published on
March 3, 2003; and
WHEREAS,
the City Plan Commission considered this amendment to the Land Use Plan and Map
on March 18, 2003; and
WHEREAS,
after all interested persons were given an opportunity to present testimony,
the City Plan Commission did on March 18, 2003, recommend approval of the
proposed amendment to the Main Street Corridor Land Use and Development Plan ;
NOW, THEREFORE,
BE
IT RESOLVED BY THE COUNCIL OF KANSAS CITY, MISSOURI:
Section
A. That the Main Street Corridor Land Use and Development Plan is hereby
amended by repealing the Future Land Use Map and approving a new Future Land
Use Map which changes the recommended land uses for an approximately 55 acre
tract of land generally bounded by Pershing Road on the north, 26th Street on
the south, Central Street on the west and W. Pennway on the west, from
mixed-use commercial/residential to institutional. A copy of the amendment to
the Main Street Corridor Land Use and Development Plan is attached hereto as
Exhibit A and is incorporated herein by reference.
Section
B. That the amendment to the Main Street Corridor Land Use and Development
Plan
is
consistent and complies with the FOCUS Kansas City Plan, adopted on October 30,
1997, by Committee Substitute for Resolution No. 971268, and is adopted as a
supplement to the FOCUS Kansas City Plan.
Section
C. That the Council finds and declares that before taking any action on the
proposed Main Street Corridor Land Use and Development Plan hereinabove, all
public notices have been given and hearings have been had as required by law.
