COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 950702

 

Reestimating and appropriating certain funds to provide for the development of industrial facilities by the Port Authority in conjunction with relocation of Sommer Allibert Industrie in Kansas City; designating a requisitioning authority; authorizing a cooperative agreement between the City and the Port Authority of Kansas City for such purpose; and directing the City Clerk to file such agreement.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the revenues in the following accounts of the General Fund are hereby reestimated in the following additional amounts:

 

96-100-012-5000 Real Property Taxes - Current $ 7,165.00 96-100-012-5050 Indiv. Pers. Property Tax - Current 33,763.00 96-100-012-5211 Earnings Tax - Withholding 15,224.00 96-100-012-5300 Utility Tax - Power and Light 88,164.00 96-100-012-5310 Utility Tax - Natural Gas 909.00 96-100-012-5320 Utility Tax - Phone 1,818.00 TOTAL $147,043.00

 

Section 2. That the sum of $147,043.00 is hereby appropriated from the Unappropriated Fund Balance of the General Fund, No. 100, to the following account in the General Fund:

 

96-100-064-2013-B Port Authority - Economic Incentives $147,043.00

 

Section 3. That the revenue in the following account in the Capital Improvements Fund is hereby reestimated in the following additional amount:

 

96-309-012-5110 Sales Tax $ 4,092.00

 

Section 4. That the sum of $4,092.00 is hereby appropriated from the Unappropriated Fund Balance of the Capital Improvements Fund, No. 309, to the following account in the Capital Improvements Fund:

 

96-309-064-2013-B Port Authority - Economic Incentives $ 4,092.00

 

Section 5. That the revenue in the following account in the Sales Tax Debt Fund is hereby reestimated in the following additional amount:

 

96-509-012-5110 Sales Tax $ 4,092.00

 

Section 6. That the sum of $4,092.00 is hereby appropriated from the Unappropriated Fund Balance of the Sales Tax Debt Fund, No. 509, to the following account in the Sales Tax Debt Fund:

 

96-509-064-2013-B Port Authority - Economic Incentives $ 4,092.00

 

Section 7. That the Director of City Development is hereby designated as requisitioning authority for Account Nos.: 96-100-064-2013, 96-309-064-2013, and 96-509-064-2013.

 

Section 8. That the Director of City Development is hereby authorized to enter into a cooperative agreement with the Port Authority of Kansas City for a four-year period to provide for the retention and development of businesses within Kansas City, Missouri's enterprise zone, particularly as it relates to Sommer Allibert Industrie. A copy of the agreement, in substantial form, is attached hereto.

 

Section 9. That the City Clerk is directed to cause a copy of such cooperative agreement to be filed in the office of the Recorder of Deeds for Clay County, Missouri, and the office of the Secretary of State of Missouri.
