RESOLUTION NO. 200510

 

Directing the City Manager to develop and implement a plan to provide implicit bias training to all City employees and report to the City Council within 60 days.

 

WHEREAS, the City always expects its employees to conduct themselves in a professional and unbiased manner at work; and

 

WHEREAS, implicit bias is a bias that results from the tendency to process information based on unconscious associations and feelings about a particular social group, even when these are contrary to one’s conscious or declared beliefs; and

 

WHEREAS, implicit biases are the product of learned associations and social conditioning and most people are unaware that they hold them; and

 

WHEREAS, because of the diverse population in Kansas City that City employees interact with daily, City employees need to be mindful of their implicit biases; and

 

WHEREAS, the Mayor and City Council desire that training should be provided that is devoted exclusively to implicit bias, diversity, inclusion or cultural competency to prevent employees from treating other persons differently because of implicit bias; and

 

WHEREAS, implicit bias training would educate City employees on their unconscious thoughts of race, gender, religion or appearances that affect their decision-making processes and quality of customer service and how to practice tolerance by treating all with dignity and generating respect; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is directed to develop and implement a plan to provide implicit bias training for all City employees, including proposed costs and funding sources for the training.

 

Section 2. That the City Manager report back to the City Council within 60 days.
