RESOLUTION NO. 041319

 

Approving the use of the Citys Design-Build Bidding Ordinance, Section 2-1585, Code of Ordinances, for the Liberty Memorial Phase III project and the improvements and expansion of the current street lighting system within the Aquila service territory.

 

WHEREAS, the City Council directed the City Managers Capital Improvements Management Office (CIMO) to utilize the design-build bidding procedures in Section 2-1585, Code of Ordinances on up to eight (8) of the seventy-one (71) City projects assigned to CIMO under Task Order Number 1; and

 

WHEREAS, the City Council authorized four (4) projects each with an estimated cost of seven million dollars or less and four (4) projects each with an estimated cost of more than seven million dollars to be procured on a design-build bidding basis; and

 

WHEREAS, on April 16, 2004, CIMO released the design-build project list which included four projects, the estimated costs of which exceeded seven million dollars; and

WHEREAS, the Liberty Memorial Association (LMA) has requested CIMOs assistance in the planning, management, and development of the Liberty Memorial Phase III project which will complete the interior of the Museum and conclude the improvement projects to the Liberty Memorial building; and

 

WHEREAS, the LMA desires to open the Museum in Spring 2006 and the use of design-build bidding will allow the City and the LMA to substantially accelerate and expedite the construction delivery schedule to meet the expected completion date for this project; and

 

WHEREAS, the improvements and expansion of the current street lighting system within the Aquila service territory (Streetlight improvements) will be performed to meet the lighting standards already achieved within the Kansas City Power & Light territory; and

 

WHEREAS, the Streetlights improvements will raise the level of lighting on the roadways and sidewalks to enhance the safety and personal security of those using the roadways and therefore require a short and expedited project delivery schedule; and

 

 

WHEREAS, this Streetlights improvements work will include the relocation of existing poles and the addition of new light poles to meet lighting levels recommended by the Illuminating Engineering Society (IES) and will replace older fixtures with new and energy efficient high pressure sodium vapor fixtures; and

 

WHEREAS, the Liberty Memorial Phase III project and the improvements and expansion of the current street lighting system within the Aquila service territory were not part of the original seventy-one projects assigned to CIMO; and

 

WHEREAS, Committee Substitute for Resolution No. 040170 directed the City Manager to obtain City Council approval before utilizing the design-build bidding process on projects not within the guidelines of that Resolution; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Managers Capital Improvements Management Office is authorized to utilize the design-build bidding procedures in Section 2-1585, Code of Ordinances for the Liberty Memorial Phase III project and the improvements and expansion of the current street lighting system within the Aquila service territory.
