ORDINANCE NO. 100243

 

Authorizing acceptance of funds allocated by the U.S. Department of Justice, Bureau of Justice Assistance, Office of Justice Programs, 2010-2012 Byrne Justice Assistance Grant (JAG) in the amount of $538,100.00; appropriating and estimating revenue in the amount of $538,100.00 in the Justice Assistance Grant Fund; authorizing a cooperative agreement with the Jackson County Prosecutor’s Office in the amount of $538,100.00; and directing the City Clerk to file certain documents with the appropriate offices.

 

WHEREAS, the Neighborhood and Community Services Department will partner with the Kansas City Police Department, the Kansas City, Missouri Prosecutor’s Office, and the AIM4Peace initiative to provide crime prevention and education and eliminate blight in an integrated and targeted manner; and

 

WHEREAS, grant funding will be used to establish a Community Engagement Center (CEC) which will integrate community policing, code enforcement, youth services, social services and neighborhood engagement; and

 

WHEREAS, funding shall be allocated to the Neighborhood and Community Services Department ($151,114.00), the Kansas City, Missouri Police Department ($88,000.00), Kansas City, Missouri Prosecutor’s Office ($148,986.00), and AIM4Peace ($150,000.00); NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Mayor and Council do acknowledge and accept the funds allocated by the U.S. Department of Justice, Bureau of Justice Assistance, from the 2010-2012 Justice Assistance Grant in the amount of $538,100.00.

Section 2. That the revenue in the following account of the Justice Assistance Grant Fund is hereby estimated in the following amount:

10-2410-570001-476045 Justice Assistance Grant $538,100.00

Section 3. That the appropriations in the following accounts are increased by the following amounts:

 

10-2410-575301-A Justice Assistance Grant $328,789.00

10-2410-575301-B Justice Assistance Grant 100,000.00

10-2410-575301-C Justice Assistance Grant 21,311.00

10-2410-575301-E Justice Assistance Grant 88,000.00

TOTAL $538,100.00

Section 4. That the Acting Director of Neighborhood and Community Services is designated as requisitioning authority for Account No. 10-2410-575301.

Section 5. That the Acting Director of Neighborhood and Community Services is authorized to execute the intergovernmental agreement with Jackson County Prosecutor’s Office, Jackson County, Missouri in the amount of $538,100.00 in accordance with the U.S. Department of Justice, Bureau of Justice Assistance, Office of Justice Programs requirements for the use of these grant funds. The cooperative agreement is approved, in substantial form, as that on file with the City Clerk.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
