RESOLUTION NO. 191015

 

Establishing a priority and position on a matter for the Missouri General Assembly’s 2020 Regular Legislative Session supporting early voting and same day registration.  

 

WHEREAS, early voting by which a voter is entitled to vote in all federal, state and local elections in advance of election day without having to state an excuse either in person or by mail guarantees every citizen an opportunity to vote; and

 

WHEREAS, early voting emphasizes participation in the electoral process and helps prevent mistakes by giving election officials time to address voting problems that may arise; and

 

WHEREAS, early voting makes voting less vulnerable to cyber-attacks and helps alleviate long lines and the stress that can occur on the voting system on Election Day; and

 

WHEREAS, it is difficult for some citizens to reach their polling place on Election Day because, for instance, they are a considerable distance from such polling place due to holding more than one job or caring for family members; and

 

WHEREAS, according to the National Conference of State Legislatures, Missouri is one of only 19 states that does not offer absentee voting without an excuse and one of only 11 states that does not offer either early voting or in-person absentee voting; and

 

WHEREAS, according to the National Conference of State Legislatures, 7 of the 8 states that border Missouri allow either early voting or in-person absentee voting; and

 

WHEREAS, Missouri does not have same-day voter registration which allows voters to register to vote and to cast a ballot simultaneously; and

 

WHEREAS, same-day voter registration removes the hurdles of registration cutoffs and allows voters to update their voting information on Election Day if they’ve moved since the last election but haven’t had a chance to update their address with the Board of Elections; and

 

WHEREAS, according to the National Conference of State Legislatures, a total of 21 states have enacted same-day registration; and

 

WHEREAS, the Missouri General Assembly will convene for its Regular Legislative Session on January 8, 2020; and

 

WHEREAS, the City desires to establish as a priority and position for the Missouri General Assembly’s 2020 Regular Legislative Session its support for enacting early voting for all federal, state and local elections in advance of election day and same-day voter registration; NOW, THEREFORE,   

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:   

 

That the City establishes the following priority and position in its state legislative agenda on a matter for the Missouri General Assembly’s 2020 Regular Legislative Session:

 

  • Support for the enactment and establishment of early voting by which a voter would be entitled to vote in all federal, state and local elections in advance of election day without having to state an excuse either in person or by mail and of same-day voter registration by which a voter may register to vote and cast a ballot simultaneously.
