RESOLUTION NO. 190660

 

Amending the policy of the City Council respecting the use of One Percent for Art funds designated for aesthetic adornment of buildings and public property to provide for the hiring of a Public Art Consultant for the KCI Terminal Project.

 

WHEREAS, Resolution No. 37682, adopted March 13, 1970, declared it to be the policy of the City Council that an amount equal to one percent of the engineer's estimate of the cost of constructing or remodeling any municipal building be devoted to features of aesthetic ornamentation and adornment of such building; and

 

WHEREAS, Ordinance No. 60321, adopted December 11, 1986, established the Public Art Fund for the receipt of contributions and appropriations for the aesthetic adornment of public buildings and property in Kansas City, Missouri; and

 

WHEREAS, this ordinance provided consistent funding for the One Percent for Art Program, which allots one percent of the estimated design and construction budget for City buildings to the creation of unique works of art related to the project; and

 

WHEREAS, the One Percent for Art Program has provided the citizens of and visitors to Kansas City access to world-class public art including R.M. Fisher’s Sky Stations at Bartle Hall and native Kansas Citian Robert Morris’ Bull Wall at the American Royal; and

 

  WHEREAS, the KCI Terminal Project provides a significant opportunity to expand Kansas City’s public art with an estimated One Percent for the Art budget of $5.6 million; and

 

WHEREAS, at its July 1, 2019 meeting, the Municipal Art Commission voted unanimously to recommend that a Public Art Consultant be hired to lead and assist with portions of the public art planning for the KCI Terminal Project; and

 

WHEREAS, a Public Art Consultant is necessary to ensure that a curatorial vision and public art installations are developed for this significant project; and

 

WHEREAS, funds derived from the One Percent for Art Program are the only funds available to hire a Public Art Consultant; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the use of the One Percent for Art funds designated for aesthetic adornment of buildings and public property is hereby expanded to provide for the hiring of a Public Art Consultant for the KCI Terminal Project.
