ORDINANCE NO. 080526

 

Authorizing the Director of Finance to close the ten existing internal service funds and five inactive funds.

 

WHEREAS, in an effort to address inefficiencies identified by the Citys outside auditors in the operations of the Internal Service Working Capital Funds; and

 

WHEREAS, the City will improve the efficiency and accountability using the newly established General Consolidating Funds; and

 

WHEREAS, the Citys need to occasionally closeout funds whose purpose is no longer needed; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the following funds be closed upon the Citys books and any balances be transferred to the General Fund.

 

6180        Insurance Premium Fund

7010        Legal Expense Fund

7020        Workers Compensation Fund

7050        General Services Fund

7110        Finance Working Capital Fund

7140        Public Works Working Capital Fund

7150        Information Technology Working Capital Fund

7200        Police Workers Compensation Fund

8910 Parking Garage (Auditorium Plaza) Fund

 

Section 2. That the following funds be closed upon the Citys books and any balances be transferred to the Park Maintenance Fund.

 

7130        Parks and Recreation Working Capital Fund

6440 Union Cemetery Trust

 

Section 3. That the following funds be closed upon the Citys books and any balances be transferred to the Capital Improvements Fund.


7070 Engineering Services (CIMO) Fund

3810        KCMAC Leasehold Revenue Bonds Series 1990

3880        KCMAC Leasehold Revenue Bonds Series 1991

3990        KCMAC Leasehold Revenue Bonds Series 1993A




Section 4. That this ordinance is recognized as an emergency measure within the provisions of Section 503(a)(3)(B) of the City Charter in that it provides for the expenses of City government and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
