COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 200185

 

Directing the City Manager to review Chapter 10, “Alcoholic Beverages,” Code of Ordinances, and report back to City Council within 90 days.

 

WHEREAS, alcoholic beverages and the establishments that sell them are an important component of the City of Kansas City’s food and entertainment landscape; and

 

WHEREAS, alcoholic beverages and the establishments that sell them can pose a level of risk to the community, particularly children, and to the character of residential neighborhoods; and

 

WHEREAS, the City of Kansas City has the authority to regulate the manufacture, sale, and consumption of alcoholic beverages within the City, and the City has exercised this authority by enacting Chapter 10, “Alcoholic Beverages,” Code of Ordinances; and

 

WHEREAS, the Council recently adopted Ordinance No. 190868, which amended Chapter 10, “Alcoholic Beverages,” Code of Ordinances, and it was not the intent of the Council to unnecessarily restrict the development of new food and entertainment establishments; and

 

WHEREAS, the City Council recognizes the importance of the City’s regulation of alcoholic beverages being responsive to the current needs of City residents; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City Manager is hereby directed to complete a review of Chapter 10, “Alcoholic Beverages,” Code of Ordinances, and report back to City Council within ninety (90) days of the adoption of this Resolution with recommendations for revisions addressing the locations of liquor license establishments. The recommendations should balance the safety of the City’s children, the character of the City’s neighborhoods, and the further development of the City’s food and entertainment establishments.
