ORDINANCE NO. 100040

 

Authorizing the Director of Housing and Community Development to execute a contract with the Mid-America Regional Council (“MARC”) to implement the Neighborhood Stabilization Program 2 under the American Recovery and Reinvestment Act of 2009.

WHEREAS, the American Recovery and Reinvestment Act of 2009 (“ARRA”) provided funding to the U.S. Department of Housing and Urban Development (“HUD”) to allocate to grantees to carry out Neighborhood Stabilization Program (“NSP”) activities through various programs; and

WHEREAS, the overall purpose of the program is to stabilize communities that have suffered from foreclosures and abandonment through the purchase and redevelopment of foreclosed and abandoned homes and residential properties; and

WHEREAS, the Neighborhood Stabilization Program 2 (“NSP2”) provides additional funding to state and local governments, as well as non-profit organizations, through a competitive process; and

WHEREAS, Committee Substitute for Resolution No. 090534, As Amended, approved that an application for funding under the NSP2, as part of the ARRA, be submitted on behalf of the City jointly with the Mid-America Regional Council (“MARC”) to HUD; and

 

WHEREAS, MARC submitted an application (“Application”) to HUD on behalf of several entities including the City of Kansas City, Missouri; Independence, Missouri; the Unified Government of Wyandotte County/Kansas City, Kansas; the Local Initiatives Support Corporation of Greater Kansas City, Swope Community Builders, City Vision Ministries and the Home Builders Association Community Builders Corporation (collectively, the “Consortium”) who have agreed to work together to assist in the redevelopment of targeted neighborhoods by acquiring and rehabilitating abandoned and foreclosed homes and building new housing on vacant parcels; and

 

WHEREAS, HUD requires that MARC, as the lead consortium member, execute an agreement with each member of the consortium by January 29, 2010, though the Application is still pending before HUD; and

 

WHEREAS, MARC and the City anticipate, based upon the Application, that the City will receive $500,000.00 in NSP2 funding from MARC, subject to HUD’s approval, for administrative expenses related to carrying out its role in implementing the program; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 


Section 1. That the Director of Housing and Community Development is authorized to enter into a contract with the Mid-America Regional Council for the implementation of the Neighborhood Stabilization Program 2, subject to HUD’s approval.
