COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 100532

 

Amending Chapter 2, Code of Ordinances, Division 2, Code of Ethics, by enacting a new Section 2-1024, entitled “Municipal Officials and Officers Ethics Commission – Disqualification for Appointment; Prohibition on Political Contributions and Support”.

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That Chapter 2, Code of Ordinances, Division 2, entitled “Code of Ethics”, is hereby amended by enacting a new Section 2-1024, entitled “Municipal Officials and Officers Ethics Commission – Disqualification for Appointment; Prohibition on Political Contributions and Support”, to read as follows:

 

Section 2-1024. Municipal Officials and Officers Ethics Commission –

Disqualification for Appointment; Prohibition on Political

Contributions and Support.

 

(a) Disqualification for appointment. In addition to any qualifications or disqualifications provided in the ordinances or provisions of the City Charter for members of boards and commissions, no person shall be appointed as a member of the Municipal Officials and Officers Ethics Commission who has permitted his/her name to be used, or has made contributions, in support of or in opposition to any candidate for city elected office or any elected city official during the year prior to appointment.

(b) Prohibition on Political Contributions and Support. No member of the Municipal Officials and Officers Ethics Commission shall, during the member’s service on the Commission or within one year thereafter:

 

(1) Permit the member’s name to be used, or make contributions, in support of or in opposition to any candidate for city elected office or any city proposition; or

 

(2) Participate in any way in any election campaign for any candidate for city elected office or any city proposition; except that a member shall retain the right to register and vote in any election, to express the member’s opinion privately on political subjects or candidates and to participate in the activities of a civic, community, social, labor or professional organization.
