RESOLUTION NO. 010511
Adopting
the March, 2001, Richards-Gebaur Memorial Airport Master Plan as the official
guide for development of aviation facilities at Richards-Gebaur Memorial
Airport.
WHEREAS,
on May 20, 1999, the City Council adopted Resolution No. 990749 which directed
the City Manager to prepare a Master Plan for general aviation at
Richards-Gebaur Airport and a land use plan for the Richards-Gebaur
Airport/Martin City area to recommend land use appropriate for that area; and
WHEREAS,
on August 3, 1999, the citizens of Kansas City voted to close Richards-Gebaur
Memorial Airport and develop an intermodel facility at the site; and
WHEREAS,
on September 16, 1999, the City Council adopted Ordinance No. 991149
authorizing an agreement with Burns and McDonnell to prepare the
Richards-Gebaur Master Plan Study; and
WHEREAS,
anticipated aviation activity levels during the next 25 years for
Richards-Gebaur were developed; and
WHEREAS,
the requirements necessary to meet these aviation activity levels were
established; and
WHEREAS,
alternatives to provide the facilities required were prepared and analyzed in
terms of costs, environmental impact, compatibility with surrounding community
plans, development potential, impact on other airports and public comments; and
WHEREAS,
six public meetings and twelve planning advisory committee meetings were held
to solicit public comments; and
WHEREAS,
the study concluded that no feasible runway alignment exists at
Richards-Gebaur; NOW, THEREFORE,
BE
IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That
the March, 2001, Richards-Gebaur Memorial Airport Master Plan be adopted by
Kansas City, Missouri, as the official guide for development of aviation facilities
at Richards-Gebaur Memorial Airport.
